Parents Charged With Leaving Kids Home Alone

According to Authorities, 31-year-old Casey Kuhl and his wife, 29-year-old Alesia Kuhl, are no longer being held in custody, but have been charged with misdemeanor child endangerment for leaving their children, ages 2 and 4, home alone while going out for dinner. Feb. 10.
According to Investigators, a deputy went to the home on the north side of Dubuque in response to a burglar alarm. When the The deputy arrived, the 4-year-old boy answered the door; his sister was sleeping on a bedroom floor.

Tulip Time Early This Year

According to Officials in Pella, warm temperatures have pushed the normal blooming schedule ahead this year for the thousands of tulips planted in Pella.

Iowans Claim A Part of the Mega Millions Winnings

As of this morning three winners will share in a record-breaking $640 million jackpot. Lottery officials in Maryland, Kansas and Illinois all said winning tickets were purchased in their states.
According to The Iowa Lottery, last night, more than 108,000 Iowans had won prizes between $2 and $10,000.
One $10,000 ticket was purchased in Shelby, another in Council Bluffs.
An estimated $1.5 billion in tickets were purchased in Iowa for the Mega Millions drawing.
The winning numbers are 2 4 23 38 46, Mega Ball 23, Megaplier: 3.

Groundbreaking for Deere Expansion in Ankeny

A ground breaking ceremony today for the expansion of the John Deere plant in Ankeny. KCCI reports the company's adding a new production line. The expansion carries a $113-million price tag, and is expected to add 400-jobs. The Iowa Economic Development Authority approved a capital investment of $68 million.

Iowa High Court-Life Sentence Appropriate for Repeat Child Sex Abusers

Iowa's Supreme Court ruled today that life in prison is an acceptable sentence for repeat child sex abusers. The Des Moines Register reports the justices rejected Charles Oliver's claim of cruel and unusual punishment. He was convicted twice of third-degree sexual abuse in separate incidents, 10 years apart, the most recent in 2009, when Oliver was 33. He was convicted in 2010 and sentenced to life without parole.

Centerville Rehab Owner Indicted for Health Care Fraud

A federal grand jury's indicted Angela Ellison, head of Cornerstone Counseling in Centerville, on health care fraud, aggravated identity theft and money laundering charges. The U.S. Attorney in Des Moines alleges Ellison defrauded Medicare to the tune of half a million, $200,000 from Wellmark Blue Cross/Blue Shield, and almost $10,000 from Aetna and United Health. KCCI reports if convicted, she faces a max 38-years in prison and $750,000 in fines.

Medicaid Fraud Allegations Investigated at A New Beginning

The U.s. Attorney's office and the Iowa Medicaid Fraud Control Unit are looking into allegations that a charity, A New Beginning, may have committed Medicaid fraud. The Des Moines Register reports the Des Moines charity counsels troubled young people and their families. The paper also reports at least three other members of Executive Director Kenneth Cameron’s family have worked for the charity, and two of its counselors are currently on parole or probation.

Toro Distribution Center Coming to DM Area

20-jobs are expected to be created from a partnership between Toro and the Ryan Cos. on a new 450,000-sq.-ft. distribution center near Des Moines. Toro will move distribution operations from Minnesota and Nebraska here. Home Channel News says the facility will primarily handle distribution of Toro and Exmark contractor turf maintenance equipment to distributors, dealers, and The Home Depot in the U.S. and Canada.

Lawmakers Approve Money to Keep IWD Offices Open Until June

The Iowa House has given final legislative approval to a bill that provides $8.7-million to keep Iowa's Workforce Development offices open for the rest of this budget year. The bill now goes to Gov. Branstad. According to KCCI, Lawmakers still have to figure out how they're going to come up with the money to keep those same offices open for the budget year that starts July 1st.

Miller Convicted in Wife's Murder

Michael Miller will be sentenced April 27th, after a Marion County jury convicted him today of first degree murder for the Jan 2011 killing of his wife Theresa. Prosecutors tell KCCI Miller arranged and paid to have his wife killed. Terry Cobins, Jr.'s also been convicted of first degree murder in the same case, and will also be sentenced April 27th.

USATF Returns to Des Moines in 2013

The 2013 USA Outdoor Track and Field Championships will be held in Des Moines. USA Track and Field says the event will cover 5-days at Drake University. Mike McNees, Interim CEO of USATF says “We look forward to capitalizing on the community’s energy for track and field evident in the ever popular Drake Relays, and we are excited to grow the championships in Des Moines.” Des Moines also hosting the NCAA Outdoor Championships this year.

Osage Teen Suspected of Murdering Mom May Have Tried to Do More

The 13-year old Osage boy in suspected of shooting and killing his 37-year old mother may have tried to do more. KCCI reports Mitchell County court documents say the boy intended "to commit sexual abuse and cause serious injury to" his mother. The woman's body was found in her home Saturday. The 13-year olds in the North Iowa Juvenile Detention Center.

Hy-Vee Will Carry Ground Beef with 'Pink Slime'

Gov. Branstad says Hy-Vee's changed its' mind about 'pink slime.' A company spokesperson tells the Des Moines Register the company will use the low fat beef trimmings, and will post signs in stores identifying ground beef which has the product and ground beef that does. Hy-Vee decided to keep products with 'pink slime,' after hearing from Branstad and customers who wanted to supported a local business that makes it.

Lomax Guilty in Deadly Des Moines DUI Crash

A Polk County Judge's convicted Michael Lomax, Jr. guilty of on one count of vehicular homicide and three counts of causing serious injury by vehicle while under the influence of alcohol. Lomax faces a max 45-years in prison when sentenced in May. He was the driver of a car that slammed into an SUV at SE 14th and Hartford last August, killing 17-year old Jennifer Garcia and seriously injuring four others

Background Checks and School Bus Drivers

School Bus drivers in some of Iowa's largest school districts either are facing charges or have been convicted in the past decade of driving drunk, operating a vehicle with a suspended license, and careless driving. Most drivers here have only minor traffic violations on their records. The Des Moines Register reports background checks aren't required for bus drivers, but the governor's expected to sign a bill requiring them.

Sebring to Interview for Omaha School Supt. Job

Des Moines School Supt. Nancy Sebring, will be in Omaha Friday, for an interview. She's one of the three finalists for the superintendent's job there. Sebring's been superintendent here for six years, and wasn't actively looking for a new job, but she wouldn't tell the Des Moines Register if she was asked to apply by the search firm hired by the Omaha School District.

Prosecutors Get Guilty Plea in Attack on Forey Jacobson

Benjamin Fogl's pleaded guilty Friday to the assault on runner Forey Jacobson last November. Jacobson was beaten so badly that he went into a coma. Fogl's pleaded to assault causing serious injury. He's expected to be sentenced May 15th. Jacobson says his attorney's asked him not to discuss the case, bur he did tell KCCI he plans to run three 5k's.

Legislature Strikes Deal on Workforce Centers Funding

Iowa lawmakers have struck a deal on this years' funding for 36 workforce development centers. KCCI reports the compromise keeps the $8.7 million approved last year and prevent the closing of any more offices this year. The package is scheduled to be approved by the House Appropriations Committee later this week. Iowa's Supreme Court ruled Gov. Branstad went too far in vetoing part of agency's funding, and closing the 36 offices.

One of the Metro's Most Wanted Captured

Des Moines Police say one of the metro's most wanted is no longer on the street. 22-year old Derek Burton was arrested last night when police did a warrants check at a location on the northwest side. Stand Your Ground Debate

Tough words in the legislature today over the state's version of Florida's 'stand your ground' law. Dem. Sen. Jack Hatch of Des Moines says 'we can no longer consider the tranquility of Iowa to be part of the Wild West show where vigilantes can take charge - maybe in good intent of the legislation - but going way beyond the intent.” GOP Sen. Mark Chelgren responded, “The death of a young man should not be used as an excuse to attack the liberties that we have in this country."

Clive PD Lt. Pleads Not Guilty to Assault Charge

Clive Police Lt. John Broderson appeared in court today and entered a not guilty plea to a charge of assault with intent to commit sexual abuse. WHO-TV reports the charges result from an alleged incident at a party in January. The victim claims Brodersen inappropriately touched her underneath her clothes. Broderson's on leave until the case is decided.

DM Public Charter Still Having Problems

Des Moines Public Charter School's still having problems. The Des Moines Register reports enrollment, expected to be 150 7-to-9th graders, is only 115. Des Moines School Board was supposed to get quarterly reports on student progress and other factors, but it's gotten only an annual report in the past 15-months. And eyebrows were raised when Nina Rasmusson was hired as school director. She's Des Moines Supt. Nancy Sebring's twin sister.

Police After Two Suspects in Urbandale Gas Station Robbery

Authorities are looking for two men with skeleton handkerchiefs over their faces who held up the Git-in-Go gas station at 4900 Urbandale Avenue Saturday night. The pair were armed with revolvers, and one of them used the gun to strike the station clerk. KCCI reports no word on how much money was taken, and the clerk was treated at Mercy Medical Center.

Investigators Looking Into Child Death and Mom Apparent Suicide

Iowa's DCI's investigating the weekend death of 2-year old Gavin and his 23-year old mother Kelli Sly. Indianola Police say they checked on her Saturday and she said she was frustrated with his carte arrangements. Sunday, KCCI reports Des Moines Police say she drove her car into a bridge support and died, her son was found dead. A family member says Kelli suffered from depression.

Cedar Rapids Households Without Power Due To Tree Branch

This morning, a fallen tree branch hit power lines crossing Center Point Road and McCloud Drive in Cedar Rapids.
According to Fire Department officials, the power outage will run all the way to First Avenue.
Alliant crews arrived on the scene just after 10am to fix the issue, but there is no word on how long it may take.
A police car is blocking one lane of Center Point Road, and the area between M Avenue and K Avenue may experience closures until the problem is resolved.

Iowa City Runners Get 'Nearly Naked'

Yesterday afternoon, the Univeristy of Iowa’s Alumni Association’s S.T.A.T. (Students Today, Alumni Tomorrow) program hosted the 2012 Nearly Naked Mile.
There was no registration fee for the runners, but they needed to donate one piece of clothing to participate.
All donations went to United Action for Youth, an Iowa City nonprofit organization that offers youth development, counseling, and health programs.

No More Pink Slime for Hy-Vee...

Hy-Vee Food Stores has put themselves on the list of of food merchants stopping the sale of fresh ground beef containing the filler "Lean Finely Textured Beef" also called "pink slime".
In a released statement Hy-Vee says they will no longer purchase products containing the finely textured beef due to a "loss of consumer confidence in the product."
The statement goes on to say "We want to thank our customers for sharing their feedback on this issue and assure them Hy-Vee will continue to listen and respond to their concerns, just as our company has been doing for more than 80 years," the statement said.
According to Hy-Vee's statement, the company notified their suppliers and are switching product lines as quickly as possible.
The LFTB is made from fatty meat trimmings left over from other cuts. The bits are heated and spun to remove most of the fat. The lean mix then is compressed into blocks for use in ground meat. The product is exposed to ammonium hydroxide gas to kill bacteria, such as E. coli and salmonella. The nickname "pink slime" was dubbed by a federal microbiologist.

Early Morning Shooting On Ingersoll Avenue

Around 12:30, this morning, two men were shot on Ingersoll Avenue.
According to Police, 21 year olds DeWayne Campbell and Michael Bell, were shot outside a theater at 3713 Ingersoll Ave.
The two men were part of a group of people who were kicked out of the theater. According to Police, an argument started and a man pulled out a handgun and started shooting and, according to a witness, one of the men was shot in the buttocks.
Both victims were taken to Mercy Medical Center. According to Police, their injuries don't appear to be life threatening.
Police are looking for four African American men in a maroon mid-90's van with Nebraska plates.

12-Hour Standoff Comes To An End...

This morning, a nearly twelve-hour standoff, in Manning, came to an end after authorities used four cans of tear gas to flush a man out of his house.
David Wurr, of 347 Madison St., was taken to St. Anthony Hospital for treatment.
According to Police, Wurr's relatives asked them to check on him and, when police arrived, Wurr displayed a handgun.
According to an official press release, "Officers attempted to negotiate with Wurr, with the negotiation failing," "Wurr then barricaded (himself) in the residence and refused to come out or give up his firearms."
According to Police, Wurr fired several shots at officers during the standoff and Iowa State Patrol attempted to negotiate with Wurr for several hours. Finally, around 7:30, this morning, police fired tear gas containers into the house, flushing Manning out. No officers were injured were injured during the standoff.

Iowa To Receive VP Visit next week

Vice President Joe Biden will be making a campaign stop in Iowa next week. Biden's last visit to Iowa was in Ames on March 1st.
The event will be an invitation only event next Wednesday, the 28th, in Davenport.
The topic of discussion will most likely be manufacturing.

Auditions For New Film 'The Farm'

Next Saturday, March 31st, organizers of a new movie called "The Farm", which is being shot in Iowa, will be holding auditions in Room 166 at the University of Iowa Theatre Arts Building at 200 N. Riverside Drive from 1 to 5 p.m.

32 Jobs School Jobs Cut

Yesterday, New Des Moines Public Schools budget documents released detail plans of how to handle a 2012-2013 budget shortfall.
According to the district said it is facing a smaller than expected budget shortfall because of an increase of nearly 600 students into the district. Nonetheless, the new plan still calls for 32 full-time positions because grants paying for the positions are ending.
The proposed budget totals $474 million with 86 percent of the general fund going toward instruction and student support, 9 percent covering district operations and less than 5 percent for administration.
In original estimates, the budget shortfall was expected to be $5.7 million, but now it's expected to be $2.8 million.
According to officials, the proposed budget does not change the district's tax rate.
The school must submit its budget to Polk County officials no later than April 16.

Hy-Vee Dropping Ground Beef with 'Pink Slime.'

Hy-Vee's joining the list of grocers stopping sales of fresh ground beef that have the filler nicknamed 'pink slime.' A company spokesperson says they'll no longer buy those products because of "loss of consumer confidence in the product." In a statement, the company says, "We want to thank our customers for sharing their feedback on this issue and assure them Hy-Vee will continue to listen and respond to their concerns."

New State Revenue Projections

The state's Revenue Estimating Conference projections on revenue show things are starting to look a little brighter. They're estimating revenues of just over $6-billion for the current budget year, up $51-million from December's forecast, less than a 1% increase. The forecast for the budget year starting July 1, is $6.2-billion, or up $29-million from December's estimates. That's less than a half a percent positiver gain.

What Do Cities Do if the Traffic Cams Go Away?

Iowa cities that get revenue from traffic cameras are wondering what they're going to do if they're ordered to remove them. Millions in revenue is generated for cities by the automated traffic enforcement cameras, Des Moines and Clive among them. The State House Appropriations COmmittee's approved a bill requiring the cameras be removed.

UNI's Pres. Talks ABout Program Cuts

UNI President Ben Allen says the budget cuts he was forced to make will lead to a better focused and stronger institution in the long run. Appearing on "Iowa Press,", says the programs cut had low enrollment and completion rates. All;en says sticking with UNI's strong points will put the university in a better position to attracting students and faculty.

WDM PD Looking for Burglary Suspect

West Des Moines Police are offering a $1,000 reward for information leading to the identity of a man who broke into a bar early Wednesday morning.
The suspect who broke into Bradley's Bar on 5th Street. The suspects a white male, 20-to-30, wearing glasses, a stocking cap, and a dark colored shirt. WHO-TV reports several coin operated machines were broken into. Call Polk County Crime Stoppers at 223-1400.

DM Buccaneer's Hockey Players Charged

Two Des Moines Buccaneer's hockey players face charges over a fight after March 10th game. The Des Moines Register reports the players, 18-year old Kevin Erwin's charged with two counts of assault causing injury. 17-year old Tanner Karty's charged, as a juvenile, with assault with intent. Authorities say the two assaulted a Fargo Force player and his grandfather. The incident came a day after an on-ice fight.

Iowa Training for Progressive Protestors Next Month

The progressive advocacy group Iowa Citizens for Community Improvement is planning a “statewide summit to confront corporate power” next month. The Des Moines Register reports the events April 14th, from 10a.m. to 4p.m. at the central branch of the Des Moines Public Library. Organizers say the event's intended to provide training for “direct action protests” at corporate meetings and bank locations nationwide.

DM Police Called to Remove Incendiary Device

Des Moines Police say an incendiary device was found in the backyard of a home at 200 Indianola Avenue. KCCI reports the homeowner, Dale Hyman, says he doesn't know how the device ended up in his yard. The bomb squad disposed of it. Investigators say the device had a plastic bottle with gasoline and another substance with firecrackers attached with duct tape.

Road Work Coming Soon to I-35 in Polk County

Iowa's Transportation Department is out with a list of road projects that'll be starting early because of the warm weather. KCCI reports among them is I-35 in Ankeny. The work will be done from NE 36th Street to 126th Avenue, including a new interchange at NE 36th Street. Single lane closures may occur during off-peak hours. In West Des Moines, median reconstruction work will be done on I-35 from the Raccoon River bridge to University Avenue.

Catholic Bishops Call the Faithful to Battle Federal Health Mandates

Iowa's four Catholic Bishops of Iowa have written a joint statement calling on Iowa Catholics to devote their Lenten prayer, abstinence, and fasting next Friday to resolving their religious liberty concerns over implementing federal health care mandates. According to the Des Moines Register, the Bishops say this disputes not about access to contraceptives but the government’s forcing the Church to provide them.

Regents Approve Program Cuts at UNI

The state Board of Regents unanimously approved cutting 58 majors, minors and graduate programs at the UNI. The Des Moines Register says officials made some last minute changes, saving a BS in Physics, and cutting a BA in Physics; and keeping, but suspended minors in geography and theater education. Officials didn't say how much money the cuts would save, although the savings are expected to come from staff cuts.

Governors Give Air Force Options on Personnel Cuts

President Obama's Council of Governors has handed the Air Force a plan to keep F-16 fighters at Des Moines Air National Guard unit. The council, co-chaired by Gov. Branstad's proposed cutting 2,000 guard personnel nationwide, instead of 5500, and have the Air Force cut its budget with more reductions in active duty personnel. KCCI says that would keep all the current guard units for the 2013 budget year.

New Round of PENS Flights Next Month

Some Pella schools have teamed on a new round of near-space experiments. Students from Pella Community Schools, Pella Christian High School and Pella Home School have developed, engineered and built their own experiments over the past eight months. The tests will fly into near space as part of the Pella Exploring Near Space, or PENS, program. KCCI reports the first flight's set for 9a.m. April 3, depending on the weather.

Opponents and Backers of Gay Marriage Lobby State Senate

Opponents and supporters of same-sex marriage lobbied the State Senate today. Iowa Family Leader Bob Vander Plaats presented 20,000 petition signatures for a constitutional amendment defining marriage as between a man and a woman. Supporters of marriage equality had their own rally, and KCCI reports State Sen. Matt McCoy says Vander Plaats needs to get a real job instead of working to spread a message of hate and discrimination.

Red Light Speed Camera Bill Back

The bill banning red light and speed cameras popped up today in a hearing a House Appropriations subcommittee hearing. The Des Moines Register reports if the bill passes, cities with the cams, including Des Moines, would have to take 'em down. Opponents say the cameras infringe on civil liberties, presume guilt rather than innocence and take us closer to a surveillance state. The bill's next stop the full House Appropriations Committee.

DM Apt Manager Charged with Stealing Tenant Rent Payments

A former manager of Bell Avenue Apartments in Des Moines has been charged with theft for allegedly stealing over $31-grand. Police say 34-year old Bobbi Jo Police took rent tenants paid in cash and kept it. A Des Moines Police detective says there's no evidence any of the money every got to the bank. Sinclair Investments owns the property, and they, like tenants contacted by the Des Moines Register declined comment.

Microburst May Have Flattened Trees at Willow Creek

Forecasters think a microburst is what blew down dozens of trees at Willow Creek Golf Course in West Des Moines last night. KCCI Meteorologist John McLaughlin says radar estimates show winds hit at least 70 mph. A microburst is a column of air that drops from the clouds and generates high winds in all directions. Part of the course reopened this morning an crews are clearing debris to reopen the rest.

Helland Ethics Complaint Tossed

The Iowa House Ethics Committee's dismissed an ethics complaint against State Rep. Erik Helland, accused of trying to bribe a potential election opponent in the upcoming GOP primary, by offering him two jobs to drop out. The Des Moines Register reports the issue was the bribery statute, which defines a bribe as something offered or given to “a someone who's serving, been elected, selected, appointed, employed, or otherwise engaged to serve in a public capacity…”

Funds Being Raised for Electric Barrier to Stop Asian Silver Carp

Community's are rushing to put in an electric barrier in hopes it'll stop Asian silver carp from heading up the Little Sioux River and into a small creek connected to Lower Gar Lake, the southernmost of the chain of glacial lakes. The Des Moines Register reports last fall Missouri River flooding allowed Asian silver carp to make their way up to Elk Lake and Lost Island Lake and just below Trumbull Lake, all south of the Iowa Great Lakes.

Branstad Working With Lawmakers on Workforce Office Money

After last week's State Supreme Court decision, Gov. Branstad says he'll work with the legislature to restore funds for unemployment assistance and worker compensation programs. But KCCI reports Branstad won't reopen all 36-unemployment offices, saying the computer kiosks that replaced some of them are working better than the offices did.

Woman Wounded in Drive-By

A woman was taken to Mercy Medical after she was shot in a drive-by this morning near 18th and University. Ronnetta McCaughey and a friend were walking south on 18th when someone in the back seat of a car opened fir on them. McCaughey was hit in the left shoulder, but authorities tell the Des Moines Register the wound wasn't life threatening. Police say neither McCaughey nor her friend know the people in the car.

DM Traffic Cam February Revenue

Des Moines took $120,000 from the 4,122 citations issued from the city's traffic cams last month; and the contractor, Gatso, got $96,000 in fees. Money from the citations is channeled into the city’s general fund, a part of the operating budget that pays for core city services such as police, fire, libraries and parks. KCCI reports the average fine's $85. There's still a bill pending in the legislature that would ban these kinds of cameras.

WDM Schools Won't Use Crossroads Substitute Teacher Again

West Des Moines school district won't be rehiring the substitute teacher who showed third graders one of their personal video's, which included images of adults drinking, and of the rear-ends of naked adults playing frisbee. The teacher was immediately pulled from the Crossroads Elementary School classroom. The sub isn't being identified since it's a personnel issue.

Branstad Workforce Office Closures Unconstitutional

Gov. Branstad's lost a court case he called a test of his authority. Iowa's Supreme Court says Branstad didn't have the authority to veto funding for Iowa Workforce Development offices last year. Several lawmakers sued they Governor, claiming he exceeded his veto power by rejecting the offices but keeping the $3 million approved to run them.

Primary Filing Deadline is Tomorrow

State House Republicans could be looking at 20-primaries, and they say it's a sign that many people want to serve. Democrats see something else, saying two or three primaries in a legislative cycle's the norm...20's a sign of problems within the GOP.

Uncle SAM Wants Ramona Cunningham's Pension to Pay Restitution

Ramona Cunningham's legal problems aren't over. The federal government wants her $2,700/month pension check to pay $1.6-million in restitution she still owes for misspending millions of the funds in a government-funded job training agency. KCCI reports she's serving 7-years on guilty pleas to fraud, obstruction and conspiracy in the Central Iowa Employment and Training Consortium scandal.

Nebraska Filmmaker Convicted in Film Program Case

A Polk County jury today convicted Dennis Brouse of fraud, for getting tax credits under a program aimed at building Iowa's film industry. Brouse, who's from Nebraska, faces up to 12 years in prison on the fraudulent practices conviction. KCCI reports Brouse's company made TV shows and DVDs related to horse training. Prosecutors say the company got tax credits of over $9 million for the projects.

Online Poker Bill Dead

Wave bye bye to legally play online poker online. House lawmakers are pulling the plug on the bill. The Senate passed a bill Tuesday allowing state casinos and racetracks to offer Internet poker. House leaders say they've got no plans to bring the bill to the floor this year. KCCI reports supporters say it would mean $3-to$13-million in revenue for the state.

Education Reform Plan Clears House

The State House lawmakers passed education reform this morning, pretty much along party lines, and sent it on to the Senate. KCCI reports the package has the State Education Department set new procedures for teacher and administrator evaluations annually. High school students would have to take new tests to determine if they're prepared for college or a career and third graders not reading at grade level would be held back from fourth grade.

Branstad Gets Kadyn's Law

A bill toughening penalties for ignoring school bus warning signs is going to Gov. Branstad. KCCI reports Kadyn's Law raises the fine for not slowing down for a school bus with flashing lights, or stopping when the stop arm is extended from $200 to $675 and 30-days in jail. The penalty for serious injury's up to $500 and up to a 90-day license suspension. 7-year old Kadyn Halverson, was killed last May, hit by a pickup while walking to a school bus.

WDM Substitute Teacher in Hot Water

Parents of third-grade students at Crossroads Elementary School in West Des Moines got a notice from the principal about an incident Tuesday. KCCI reports Britt Cameron notified parents a substitute teacher allegedly showed students a video featuring nudity and alcohol consumption. Cameron says the teacher described the video as his family's vacation. Another teacher reported the incident, and the sub was removed from the classroom.

State AG Says On Line Schools OK Under State Law

Iowa Attorney General Tom Miller says on line schools are OK under state law. KCCI reports the opinion was requested after two school districts decided to start on line-only programs run by for-profit companies next school year. Miller did have conditions: that the curriculum's taught by a licensed teacher and that students enrolled in the course are supervised.

Ed Reform Debate-Is It All About Who's in Charge?

The education reform bill lawmakers are debating could come down to who's in charge: the state or local school districts. Among the proposals: creating a statewide teacher-evaluation system and new tests for students. The Des Moines Register reports the governor’s plan has the state making those decisions; as well as requiring all teachers to apply for work through a state-run job board, leaving schools able only to interview candidates that are state approved.

Feds Award DART $2-million for New Buses

Sen. Tom Harkin's office says the U.S. Transportation Department's awarded $2.1 million to the Des Moines Regional Transit Authority to buy six new transit buses to replace older models. The Des Moines Register reports the new buses, which will be 40-foot, heavy-duty models, equipped with surveillance systems. The award is from the federal “State of Good Repair Program.”

2-Hoover High Students Get a Hospital Trip

Des Moines Police aren't saying much yet, but the Des Moines School District's confirmed that two Hoover High School students were taken to the hospital after they're suspected of smoking a synthetic marijuana at school. Police tell KCCI the two were part of a group of five seen on a trail near the school during the lunch break. None of the students names or ages have been released.

Great Western Buying North Central Bancshares

South Dakota-based Great Western Bancorporation's buying North Central Bancshares for $41.5-million. North Central's the parent company of First Federal Savings Bank of Iowa. KCCI reports the deal's expected to close by summer. It'll give Great Western around 200 new locations throughout Iowa, Nebraska, Arizona, Colorado, Kansas, Missouri and South Dakota.

State Has Website Listing Resource Numbers

The state's put together a website listing resource numbers most people should have at their disposal outside of 911. KCCI reports the list includes 211 - For community referral services including food, shelters, support groups, 311 - Nonemergency police, fire and city government uses, 511 for travel info, 711 - A service for deaf, hard-of-hearing or speech-disabled telephone users and 811 - The "Call before You Dig" number to arrange for utilities location.

Branstad Urges You to Have a Plan for Storm Season

Gov. Branstad says now's the time to prepare for storm season. The Governor, according to KCCI, says planning in advance is vital. On that list the governor says have a family plan for what to do when a storm hits, including places they can go if their home is hit. He also says every family should have an emergency kit ready to go, with several days worth of food, water, and first aid gear.

Branstad Urges Legislature to Be Bold on Education Reform

Gov. Branstad's pushing the legislature to take, in his words, bold action, when they start debating his education reform plan tomorrow. The governor's plan has tougher evaluations for teachers and more testing for students. The House GOP majority has a bill pretty much in line with Branstad's original proposals.

Coralville Traffic Stop Results In 1 Arrest And 2 Injured Officers...

A Cedar Rapids man was arrested, after police found marijuana and a loaded gun in a car.
According to Police, just before 2:00 am, on Saturday, they stopped a car in the 500 block of 1st Avenue in Coralville.
A search of the vehicle resulted in the finding of 19 individual bags of marijuana and a loaded handgun.
The passenger, 31-year-old Charlie Pitchford of Cedar Rapids attempted to flee, but police caught him and a fight broke out.
According to Police, during the fight a taser was used to subdue and arrest Pitchford and two officers were injured during the fight.
Pitchford has been charged with possession of a firearm, possession of marijuana with the intent to deliver and is currently in the Johnson County Jail.
27-year-old Caniya Barron, 29-year-old Crystal Turner and two other occupants of the car were both charged with interference with official acts.

Iowa Casino Fined for Allowing A minor To play

The Argosy, a floating casino at Sioux City, must pay a $20,000 penalty for allowing someone under 21 to gamble.
The violation was discovered when a slot player hit a $3,600 jackpot on Oct. 8 and went to collect his winnings. When casino officials asked for his identification to process the payout, it was discovered he was underage.
According to Commission documents say the minor was not asked for his ID and played slot machines for two hours before he hit the jackpot.

Family Escapes Fire in Cedar Rapids...

Friday night, a man and his wife, along their 5-year-old son and 6-year-old niece, escaped unharmed from a Cedar Rapids house fire that began in the home's garage.
According to Cedar Rapids fire officials, Chad Johnson was working on a van in the garage, when the fire started. Johnson escaped out a side door of the garage, then ran into the house to get his wife and the children. All escaped unharmed.
According to Fire officials, the fire damage was contained to the garage and part of the attic, but the house suffered heavy smoke damage.

Iowa father sentenced in go-cart crash

It's 90 days in jail for a southwest Iowa man accused of being drunk when he crashed a go-cart and injured his 2-year-old son, last September.
Thirty-5-year-old Shawn Soar, of Red Oak, pleaded guilty in Montgomery County District Court to child endangerment and first-offense operating while intoxicated in the accident.
Soar was sentenced on the OWI charge to a year in jail with all but 90 days suspended. He was a granted a deferred judgment on the child endangerment charge and placed on probation.
According to Authorities, Soar and his son were riding in the go-cart when it hit a parked truck.

Protestors At The State Capitol Dressed As...Zombies...

Last night, Protestors tried to stop a bill that would give the go-ahead to construction of a new nuclear power plant in Iowa.
A bill is currently working its way through the state house that would allow utility companies to begin exploring the possibility of a new nuclear power plant.
Protestors say they are worried about what this bill will mean for consumers, as far as rate hikes.
According to Legislators in support of the bill, they added several amendments to protect consumers including new language that says MidAmerican cannot charge customers until work has actually started.
According to Senator Matt McCoy, And even if the bill is approved, that doesn’t mean MidAmerican Energy can immediately move forward.
Lawmakers are hoping the bill is approved by the senate commerce committee on Monday, which would mean the full Senate could soon take it up.

David Flores Free on Bond

David Flores walked out of the Polk County Jail this morning on half a million dollar bond to await a new trial for the 1996 murder of Phyllis Davis. KCCI reports Flores got that new trial after 15-years in prison because his defense, at the time, didn't have evidence that pointed to another person as Davis' killer.

Fallon Not Guilty of Trespassing at Occupy Iowa Protest

Former state rep. Ed Fallon admitted violating the State Capitol curfew when he was busted at an Occupy Iowa protest last October, but a Polk County jury today still found him not guilty of misdemeanor trespassing. The Des Moines Register reported Fallon's the first of 15-people due to stand trial for violating that curfew. Occupy Des Moines issued a statement calling for those all those charges to be dropped.

Burkle Denied Change of Venue

A Story County judge's denied a change of venue request for Jackie Burkle. Burkle's due to go on trial April third on two counts of first degree murder for the deaths of her newborn twin girls. The 22-year old was arrested in January after their bodies were found in a bag in the trunk of a car outside Burkle's home in Huxley . Police say Burkle's admitted killing the infants, and told officers she didn't intend for them to live.

Ex-Phone Store Worker Claims Sex Harassment

A former employee at an Iowa U.S.Cellular alleges co-workers routinely searched customers' phones brought in for service, for naked pictures and showed them off. Lisa Blazek's sexual harassment lawsuit claims employees often called her over to show off the photos, which included naked people and other pornographic materials. KCCI reports lawyers for the company and the employees deny the allegations. Blazek says she quit over the harassment.

Dad Pleads in Go Kart Crash

An Iowa dad, who admitted to being drunk when he crashed a go-kart into a parked truck injuring his son will spend 90 days in jail. KCCI reports Shawn Soar of Red Oak pleaded guilty to OWI in last September's crash. His son was 2 at the time. Soar will have work release and placed on supervised probation for one year. He also pleaded guilty to a count of child endangerment, will have to pay $2,000 in fines.

What Programs Are Going at UNI?

UNI wants to cut or restructure more than 25% of its academic programs. The Des Moines Register reports Degree programs set to end: French, German, Russian, geology and geography, and Master’s programs in German, French, criminology and sociology. UNI has 288 majors, minors and graduate programs. They want to cut 23 undergrad majors, 19 undergrad minors and 16 graduate programs, and restructure 19 programs.

New Report Says Casino's Good for Iowa Economy

The state's casino industry generated $999-million for the state’s economy in 2011. The Des Moines Register reports a new Iowa Racing and Gaming Commission reports says most of the growth is tied to the new Grand Falls Casino in Lyon County. Prairie Meadows Racetrack and Casino in Altoona had the biggest economic impact of any state-licensed gambling facility, generating $186 million, up from $160 million in 2010.

Vote on MidAmerican Nuke Bill Called Off

It may be next week before legislation allowing MidAmerican Energy to go ahead with plans to build a nuclear power plant in Iowa. A plan to vote on the bill in the Senate Commerce Committee today was called off when the committee's chairman canceled the meeting because didn't have enough votes to get it out of committee. AARP and environmental groups have been pushing legislators to kill the plan.

Mixed Picture for Long Term Air Travel

A new forecast from the FAA says you can expect air fares to stay high for most of the decade. KCCI reports the forecast also says you can expect traffic to double, while capacity shrinks. They also expect more mergers and consolidation in the short term, meaning fewer cities served and fewer flights nationwide.

Good News for Non Profits

A new survey of metro area nonprofits shows individuals and corporations have upped their giving during a time when government's been cutting back. The Community Foundation of Greater Des Moines survey did find the level of uncertainty over future financial support of non profits is up about 20 percentage points from similar surveys in 2009 and 2010, but a spokesperson says that's due to disappointment over the economy not rebounding last year.

Gov. Gets Bill Pulling "Menatal Retardation" From Most State Laws

The State House has passed and sent to Gov. Branstad a bill removing the phrase "mental retardation" from most state laws. According to KCCI the action's part of a nationwide effort to encourage government and the public to stop using the term. The legislation replaces those words with "intellectual disability" Activists say "mental retardation" can be hurtful to people who have a variety of disabilities.

Iowa's Congressional Delegation Blasts Air Force Budget Cuts

The Air Force is getting hammered by Iowa's Congressional representatives over their plan to cut 459-positions from the Air National Guard. Cong. Leonard Boswell says the Air National Guard would get bigger cuts than active-duty Air Force units, which are more expensive, and Sen. Tom Harkin says the 132nd Fighter Wing's been recognized as one of the best in the country, and “It simply makes no sense to take away its mission.”

Anti Nuke Plant March Friday at Capitol

A group opposed to more nuclear energy in Iowa's planned a ‘Radioactive Zombies’ march on the Capitol Friday night. The Des Moines Register reports they oppose House File 561, which lays out how the Iowa Utilities Board should proceed with rate-making should a rate-regulated public utility move forward with plans to build a nuclear plant. MidAmerican Energy's considering a nuclear plant, which would cost the utility $1 billion to $2 billion.

Another Solar Flare's Headed Our Way

Here we go again--another big solar flare's headed our way, and it could wreak havoc on power grids, global positioning systems and air travel. The latest eruption on the SUn was last night, and NOAA's Space Weather Prediction Center says we could feel the effects late tonight. According to KCCI the flare is the biggest in five years, and is growing.

State House Passes Child Labor Bill

The Iowa House has passed a bill streamlining the work-permit process for kids. School officials will no longer be required to sign off on work permits for kids between 10 and 16. Democrats objected to part of the bill that only requires employers to keep work permits on file, and not submit then to Iowa Workforce development, which oversees child-labor issues. The bill now goes to the state senate.

Prairie Meadows Gets Green Light on New Slots From Polk County

Polk County's supervisors have approved plans to add 240 to 300 new slot machines at Prairie Meadows Racetrack Casino. The expansion's expected to raise the county's share of profits from $400-to-$500,000 a year. Supervisor John Mauro voted no, and blasted the casino for not being more open about how much money they're making during talks with the county on a new lease and the financing for their new $32-million hotel.

Polk County Commission Approves Raises

Polk County's Board of Supervisors has approved raises for some county officials. KCCI reports they approved a 2% raise for the county attorney, sheriff, and supervisors. The county recorder, auditor and treasurer will get 1% raises. The county attorney's salary will go to $170,266, the sheriff $140,906, and the supervisors to $98,708.

Big Country Bash Cancelled

There'll be no Big Country Bash 2012. Cumulus Broadcasting says event organizers didn't have enough time to set the event up after the company acquired country stations KJJY and KHKI last fall. COmpany spokesperson T.J. Hart says the major acts are usually booked the fall before the event and since they didn't have time, they decided to cancel the event, which may return next year. WOW-FM, KGGO, and KBGG were also part of the Cumulus purchase.

Budget and Traffic Cams Tonight in Windsor Heights

Windsor Heights City Council's got a public hearing tonight on their proposed fiscal 2013 budget, which the Des Moines Register reports would raise property taxes about $1.85. They're also going to consider a contract with Gatso USA, a maker of automated traffic enforcement gear, to install traffic cameras over I-235 between 63rd and 73rd Streets. The meeting starts at 6 at City hall.

Voluntary Buyouts for Tenured UNI Faculty

The State Board of Regents has approved voluntary buyouts for tenured faculty at University of Northern Iowa. The offer pays up to one year's salary, 18-months of health and dental, and payment for accumulated sick days. The buyout would save up to $93,000 in annual salary and benefits: $64,000 per associate professor and $78,000 per full professor, plus benefits ranging from $5,800 to $15,000. It's part of a plan to close a $5-million budget hole.

More Slots At Prairie Meadows?

Prairie Meadows Race Track and Casino wants to add more slot machines, and their request is expected to be on the agenda for tomorrow's Polk County Board of Supervisors meeting. KCCI reports Prairie Meadows wants to add slot machines to the new area, called the fishbowl, between the casino and its new hotel. The Iowa Racing and Gaming Commission must also approve the proposed expansion.

35 Vehicle Break-Ins in West Des Moines

35 vehicle break-ins are being investigated by West Des Moines Police...break-ins that have taken place over the past week.
In one instance, a Chevy Tracker was broken into...the back window smashed out, but all the thiefs took was a flashlight...and it was parked next to a more expensive Porsche, that remained untouched.
According to West Des Moines police, 35 break-ins in one week is very unusual.
According to Leiutenant Jim Barrett, the incidents are widespread...some of the vehicles were left unlocked, many had windows smashed in, a few had nothing taken and others lost valuable electronics and most of the incidents are happening outside businesses and in parking lots outside apartment buildings.
According to Barrett, the best way to protect yourself against a break-in is to lock the car doors and remove valuables.
Police still had no suspects in the robberies, as of yesterday.

12 Dogs With 12 New Homes...

Last night, 12 cocker spaniels at the Cedar Valley Humane Society went home with new owners.
The dogs were rescued from a puppy mill in Sac County earlier this year.
Over the last few weeks, the dogs were cleaned up, nourished and given vet care and finally, last night were adopted by local families.
Several dozen people were given up to 12 tickets and had to fill out a ticket for each dog they might be interested in.
Three names were then picked out of a jar for each dog, and the first name called had the first shot of taking home that particular cocker spaniel.
Bob Citrullo, the executive director of the Cedar Valley Human Society said he was touched at the amount of support he saw, in the cases of these dogs.
Volunteers have worked with the dogs and provided care in terms of medical needs and socialization skills.
The shelter still has three more dogs that might be able to be adopted at a later date.

Semi Crash on I-80

Yesterday, A semi crash caused a major traffic backup on Interstate 80 near Tama.
According to The Iowa DOT, the crash happened on I-80 westbound, between Exit 191: US 63 (near Malcom) and Exit 197: County Road V18 (near Brooklyn). The roadway was reduced to one lane.
The crash involved a semi that hit the cable barrier in the median.
The crash is still under investigation.

Popular Street Reverts To Old Ways...

For thirty-six years, Washington Street, a downtown Iowa City street, home to several favorite local businesses is going back to being a two-way street.
Panchero's burritos, Whitey's ice cream, Bo James bar and the Englert Theatre are just a few of the businesses found on Washington Street. Parking has been a problem, for some time, because of the one-way street and drivers have been forced to circle downtown in search of a parking spot.
Yesterday, the city announced that construction to make the switch will take place this month during University of Iowa spring break, so disruption of the norm would be at a minimal.
According to City officials, the change will improve traffic circulation for downtown businesses, expand bicycle access to downtown and better fit with other street traffic patterns. However, do not expect it to result in more parking.

Man Helps Girfriend Escape from Fire...

Yesterday morning, fire ripped through a house in Colfax and 20-year old Matt Holett became a hero after saving himself and his girlfriend.
When the fire started, aaround 6:15 in the morning, yesterday, Holett was sleeping upstairs. His mother, neice and sister were sleeping downstairs. Holett said he heard someone yelling fire, fire and when he opened the door, he got hit in the face with hot soot that burned him.
Holett woke up his girlfriend, Katlin Duchene and they ran for the stairs. But the stairs were in flames. He then smashed out a window and lowered his girlfriend down by the arms till she was about 10-feet from the ground--and dropped her, then jumped, himself.
The jump broke Holett's leg.
The fire spread to a next-door vacant house. Both homes were destroyed. Holett's family lost everything in the fire, but as for Holett and Duchene, they still feel pretty lucky.

Funny Money Making the Rounds in DM

Des Moines Police say there have been a couple of recent reports of counterfeit money being passed. The manager of O’Reilly Auto Parts, 2700 E University Ave., reported getting a phony $20 yesterday. He says it's the second time it's happened lately. A Kum and GO store on SE 14th Street reporting getting a fake $50 on Feb. 28.

Grassley Promising Fight over Air Guard Cuts

Sen. Chuck Grassley says the Pentagon will face an uphill battle if it tries to go ahead with plans to wipe out the F-16 combat aircraft assigned to the Air National Guard in Des Moines. The planned cuts would eliminate half of the 1,000 airmen assigned here. The Des Moines Register reports Gov. Branstad and 48 other governors, signed a letter this week opposing the cuts they're calling disproportionate to cuts in full-time Air Force units

DM May Take Franchise Fee Ruling to U.S. Supreme Court

The City of Des Moines may appeal to the U.S. Supreme Court an Iowa Supreme Court decision handed down this morning, ordering the city to refund close to $40-million in franchise fees charged to residents on their electric bills between 2004 and 2009. The Des Moines Register reports the case has been sent back to a Polk County judge to determine how much each customer in the class action suit should be paid and how they'll be compensated.

Davenport Man Gets Life for Killing Girlfriend's Son

Zachary Connell of Davenport's been sentenced to life in prison for killing his girlfriend's 3-year old son in 2010. He was convicted of first degree murder and child endangerment causing death. KCCI reports an autopsy determined the child died from blunt force trauma. Connell didn't testify, but at sentencing told a judge he didn't kill Addison Baldwin.

911 Call After Four Hours of Abuse

Finally getting to call 911 from her cell phone probably saved a Des Moines woman's life. Police said 32 year old Christal Hackett was beaten for four hours. Thirty nine year old Chad Valasek was arrested after Hackett called for help. He allegedly beat, kicked, punched, threw a chair at and slammed Hackett against a wall the entire time. He faces several charges including kidnapping and domestic abuse.

Semi-Automatic Rifles for Vehicle Enforcdement Officers

Iowa’s motor vehicle enforcement officers will soon be carrying semi-automatic rifles, as backups to handguns. A DMV spokesperson says they sometimes come across criminal activity, like narcotics. There was even agreement between a democratic and republican lawmaker in the State Senate today that preference in purchasing should go to an in-state weapons distributor. The state DOT's still soliciting bids.

Attorney General Asked if Regents Have Power to Close Price Lab School

Three GOP lawmakers have asked the Attorney General for an opinion on whether the Iowa Board of Regents can close the University of Northern Iowa's laboratory school. The regents voted Monday to close the Malcolm Price Laboratory School, which has been part of UNI's teacher training program for decades. KCCI reports State code designates Price as Iowa's research and development school.

State Sen Passes Kaydn's Law

The State Senate's passed a bill toughening penalties for drivers who pass a school bus when its' red warning lights are flashing. Kaydn's law ups the minimum fine to $250 and raises the maximum to $675 for a first offense and up to 30-days in jail. Man Dead After Jumping From Bridge

A 27-year-old man is dead after he leaped from an overpass onto Interstate 380 in Cedar Rapids. The incident happened around 1230 yesterday afternoon, as the Gazette newspaper reports, police said the man jumped from the Wilson Avenue overpass, hit a van passing below, and died at the hospital. The van driver was not hurt.

Sioux City Students Won't See Bullying Project Film

The superintendent of the Sioux City Public Schools says high schoolers won't be seeing a movie about bullying. Paul Gausman says the documentary has an R rating because of its foul language. He said the district in general won't allow the language or graphic material in movies to be shown, so The Bully Project" will not become a tool in the district's arsenal to teach students about bullying. Parts of the film were shot at a Sioux City elementary school, and even featured a now former student.
