Prison for Producer Caught in Iowa Film Office Scandal

10-years in prison. That's the sentence handed down by a Polk County judge to Dennis Brouse who was convicted of fraudulent practices in the Iowa Film Office scandal. His company got over $9-million in tax credits for a series of horse training TV shows and DVD's. The state pulled the plug on the film program in 2009 after finding millions in tax credits had been improperly awarded.

Branstad Picks Chuck Gipp to Run DNR

Chuck Gipp is Gov. Branstad's pick as new Director of the Iowa DNR. Gipp replaces Roger Lande who quit last week. Gipp had been the agency's Deputy Director. In a statement, Branstad says Iowa's got some of the most amazing waterways, scenery, and fertile land in the nation, and Gipp shares his belief in protecting those resources.

Man Charged with Sexually Abusing Children in Marshall County

29-year old Phillip Carter of Le Grand's in the Marshall County Jail, charged with sexually abusing children over a 2-year period. KCCI reports Carter's charges include sexual acts against children under 12, and 2nd degree sexual abuse. The State Department of Human Services, Marshall County Sheriff and Marshall County Attorney's Office are continuing the investigation.

Seth Techel Charged With Murdering Wife and Unborn Child

Seth Techel wasn't at his wife's funeral service today. He's in the Monroe County Jail charged with first degree murder for killing Lisa Techel, and non consensual termination of a human pregnancy. She was 17-weeks pregnant when she was killed by a shotgun blast early last Saturday morning. KCCI reports investigators say Seth had been having an affair with another woman since last year, and allegedly told her things would be better in a 'coupe of weeks.'

Music Kicks Off DM Arts Festival

Organizers of the Des Moines Arts Festival say they're starting this years festival with five local bands. They'll be on the Aviva stage June 22nd at Western Gateway Park. Among those bands: Thankful Dirt, Bonne Finken and the Collective, and The Nadas. There'll be more music through the three day Festival. Over 180-professional, and 22 up and coming local artists will be featured.

Lukan Levas Legislature for Drug Control Policy Office

GOP State Rep. Steve Lukan's resigned his seat for a new job as director of Iowa's Office of Drug Control Policy. He resigned his seat after 5-terms. According to KCCI, Lukan, first elected in 2002, announced last year that he wouldn't be running for re-election. Lukan replaces March Schouten, who became head of Iowa's Department of Homeland Security and Emergency Management in November.

Polk County Sheriff Gets 4 Wheeler to Patrol Bike Trails and Parks

The Polk County Sheriff’s Office will be using a four-wheel utility vehicle off-road on bike trails and in the parks through October. According to the Des Moines Register, reserve deputies will use the Kawasaki Mule to reach areas patrol cars and other vehicles can't reach. The 4-wheeler can also transport someone who's injured to an ambulance.

Not Guilty Plea from Teen in Grandparents Murders

Not guilty. That's the plea from 17-year old Isaiah Sweet, who's charged with 2 first degree murder counts in the killing of his grandparents in their Manchester home earlier this month. KCCI reports Sweets' trial is scheduled to start August 1st. He remains behind bars in Delaware County on $1-million bond.

Urbandale Day Care Death

Urbandale Police say last Friday's death of a child in a day care center appears to have been from natural causes, but the investigation will stay open pending toxicology results. An autopsy on 13-month old Emma Bright, found nothing that pointed towards abuse. The day care, run by Kimberly Kimmer, was not registered with the state.

School Board Decides to Keep Des Moines Charter School Open

Des Moines School Board's decided to keep the district's only charter school open. An audit of the school released Friday, found problems with how the schools finances have been handled, including missing school uniforms, over $1,000 in computer flash drives that can’t be accounted for and sloppy accounting. KCCI reports the board will re-evaluate the school next year.

Accident Cuts Communication with Polk County Government

If you're trying to reach Polk County government, you may be having a problem. A county spokesperson says a crew working downtown cut something they weren't supposed to, and that's knocked out phone lines, email, and internet access for all county offices. The only thing not affected by the problem is 911. There's no word on when those services will be restored.

A Little Less Crowded at the Polk County Jail

Polk County's Jail is a little less crowded, with the population down to 984 last week. That's good news. KCCI reports the jail has a maximum capacity of 1100. Last week that number was down to 984. County officials had been considering going back to farming out jail inmates to other counties or come up with more money to hire additional staff to run a vacant wing of the jail complex that wasn't being used to save money.

Unique Weekend Drunk Boating Busts

Two rather unusual busts for boating under the influence at Saylorville Lake over the weekend. Saturday night, a man was arrested at the boat ramp, and the man driving the pick up putting the boat in the water was also arrested for OWI. Sunday officers pulled over a boat, and the driver blew a .2. When asked if any of the 7-others on board could take the boat to shore, no one volunteered. It seems the man arrested was the least intoxicated of the group.

Unusual Potential Lead in Tobacco Store Burglary

Des Moines Police say whoever broke into the Tobacco Hut in the 5700 block of Hickman Road early yesterday, may have left behind a laptop computer bag. KCCI reports there was an airline ticket in the bag for someone named Kyle Schmitt. Officers say a store employee didn't know anything about the bag. So far no witnesses or suspects.

Child Killed by Falling Tree

A three year old boy was killed yesterday in Adair County, when a large tree fell on him. KCCI reports the Police Chief of Fonatelle says Nathan Hutt was playing in a yard when the tree was blown over, and one of its limbs hit him.

Crews will let Iowa City landfill fire burn itself out

Crews have been responding to a fire at the Iowa City landfill. The fire was reported around 6:30 p.m. Saturday. The fire broke through containment trenches set up by landfill workers, and then spread to other parts of the site. The fire department plans to let the fire burn itself out, so it could burn for days. The city says little can be done to put out the fire, they'll just try to keep it contained until it dies out. The fire started in an area where garbage had been dumped earlier in the day. The fire has been causing concerns about air quality.

Death of man found after house explosion under investigation

Firefighters found the body of a 76-year-old man in the basement of a home in Onawa after a house explosion this weekend. Crews were called out late Saturday night, and the home was full of fire when they got there. The state fire marshal is investigating the cause of the fire. The man has been identified as Richard Collison.

Victim of Wapello County shooting identified

A jailer at the Washington County jail - has died in a shooting in Wapello County. A shooting was reported Saturday morning southwest of Agency, Iowa, in the 8700 block of Fox Hill Road. The victim has been identified as 23-year-old Lisa Techel of Agency, Iowa... she also was a reserve deputy with the Wapello County Sheriff's Office. Results of an autopsy are pending... the autopsy was done yesterday at the Iowa State Medical Examiner's office. The death remains under investigation by the State Division of Criminal Investigation, and the Wapello County Sheriff's Office.

Bar Owner Sees His Business Burglarized

Des Moines Police are investigating last night's burglary at Zimm's, in the 3100 block of Ingersoll. The owner tells KCCI he was alerted to the break-in and view a man walking around inside the bar/restaurant on a web cam. The unidentified suspect broke into several machines, and left behind some of his blood which is being tested. If you know anything, call Des Moines PD.

More Questions Raised by Audit of DM Public Charter School

An audit's raising more questions about decisions made by those in charge at Des Moines Public Charter School. The Des Moines Register reports the audit found $700 in missing school uniforms, over $1200 in missing flash drives, and instances where school money was used for personal food items. Des Moines School Board's expected to next week on whether or not the charter school should remain open.

Branstad Signs Tougher Synthetic Drugs Law

Gov. Branstad's signed a new law changing the state's controlled substance schedule and penalties to get tough on synthetic drugs. That market's been booming, and there are too many ways to get around the current rules and regulations. The new law will regulate new or modified forms of synthetic drugs faster by banning them shortly after the federal government identifies them as dangerous.

Robbery Sispect Tries to Hdie in KFC Bathroom

Des Moines Police say a man alleged to have robbed a check-cashing store, ducked into the bathroom of a KFC to hide. Investigators tell KCCI the suspect, 24-year old Daron Thomas, allegedly tried to flush the stolen money down the toilet. Thomas is charged with first degree robbery and a plumber was called to the KFC to try and recover the cash.

Three Displaced by Altoona Apartment Fire

Three residents of an Altoona apartment complex will have to find somewhere else to sleep for a while, after a small fire rendered their units uninhabitable. This afternoon's blaze was at Yountville Apartments in the 800 block of 17th Avenue S.W. Firefighters were called in from Altoona, Bondurant, Pleasant Hill and Mitchellville. There were no injuries and the cause is under investigation.

Ledges State Park Canyon Road Reopening this Weekend

The canyon road at Ledges State Park could reopen as early as Saturday, in time for part of the Memorial Day weekend. Clean up work in the lower part of the park is almost done. The Des Moines Register reports cars haven't been able to get into that part of the park for about two years, since flooding washed out a county road culvert's that's been replaced by a bridge.

Caroll's Auto Wrecking Closing-Land for SE Connector

Carroll's Auto Wrecking's been around since 1955, but the salvage yard gates will close for the last time May 31st. It's going away to make way for the extension of SE MLK Parkway. ABC5 reports Carroll's is one of about ten businesses the city is buying land from for Southeast Connector project. Carroll's owner is leaving with $1.5-million.

State Park Beach Water Testing Underway for Season

This is the first week for DNR testing of water quality at all 38 state park beaches. Sampling will be once a week to test for water quality as well as waterborne illnesses. Swimmers can check the test results on the DNR's website or by calling the Iowa Beach Hotline at 319-353-2613.

Investigators Think They've Found Remains of Jackie Douthart

Iowa's Division of Criminal Investigation says the skeletal remains found along old Highway 34 Saturday may be 24-year old Jackie Douthart, who was reported missing after a night out with friends last May. According to KCCI Authorities say personal items found with the remains belonged to Douthart. A person of interest in the case, 24-year old Ben Biggs, killed himself after a standoff with police in Illinois.

Local NAACP Leader Not Pleased with Nat'l Board Backing of Same Sex Marriage

Rev. Keith Ratliff, Sr. head's the Iowa and Nebraska NAACP, and says he's not sure if he's staying with the organization after its' national board last weekend endorsed same-sex marriage. Ratliff, of Maple Street Missionary Baptist Church in Des Moines, has been a vocal opponent of same-sex marriage, and says there are far more important issues facing the black community, like education and voting rights.

Greeley Medical Center Dumps Fried Foods

Greeley Medical Center in Ames has made a menu change. KCCI reports they've yanked fried foods from the menu. It's all due to a switch from a fryer to a new oven. Chef Mike Leach says the new oven allows everything from steam to sauté, and more importantly the hospital can cut the amount of fat, on what used to be french fries, by 20-grams. The bottom line is a healthier diet for hospital patients and visitors.

No Snow Days-Ankeny Schools Summer Break Started Today

Since there weren't any snow days used last winter, KCCI reports today was the last day of school in Ankeny. May 22nd is the earliest students at Westwood Elementary have ever started the summer vacation. The mild weather's meant some adjustments for Ankeny's polls. They'll be opening for the summer Saturday.

Obama Using Iowa Visit to Push Congress on Clean Energy Investments

When President Obama stops here Thursday he's expected to lean on Congress to get moving on passing tax credits for encourage investment in clean energy technology. Mr. Obama will be visiting TPI Composites in Newton, which makes wind manufacturing equipment. The White House has been pushing these economic proposals for months with no action in Congress.

DM City Council to Address Walgreen Liquor License Applications

Des Moines' City Council is expected to take some action on an issue involving liquor licenses. The Council's already approved a ban on new liquor licenses until at least the end of June. The Des Moines Register reports 10-Walgreen's stores have applied to sell hard liquor, and they don't fall under that moratorium. The city zoning commission's working on a new plan to regulate the number of liquor licenses citywide.

More Reporting Credit Card Fraud in West Des Moines

West Des Moines Police say they've had more people come forward reporting credit card fraud. Investigators say 20-more have joined 12 who've already reported unauthorized charges on their cards. All of them say they used a credit or debit card at the Eastern Buffet Sushi and Hibachi on Westown Parkway between May 11 and May 15. Police say they still don't know how the numbers were stolen and used for purchases at metro area stores.

Branstad Wants Teachers to be Leaders

Gov. Branstad says when the legislature returns next year, he'll be pushing a teacher leadership program. The Governor says he wants teachers as leaders to improve education quality and student achievement, as well as raise salaries for those who reach the level of master teacher or mentor. The Iowa Teacher and Principal Leadership Symposium's Aug. 3 at Drake University in Des Moines

Salad Recall Now Includes Iowa

The California produce grower recall of bagged salads from listeria contamination's been expanded to include Iowa. KCCI reports the salads were sold under the names River Ranch, Farm Stand, Hy-Vee, Marketside, Shurfresh, The Farmer's Market, Cross Valley, Fresh n Easy, Promark, and Sysco, with 'best by' dates between May 12th and May 29th. Listeria symptoms include high fever, headache and a stiff neck.

Stepped up Seatbelt Enforcement's Underway

Police across Iowa started stepped up seatbelt enforcement today as part of the national "Click it or Ticket"traffic campaign. Law enforcement agencies statewide will be vigorously enforcing the seatbelt law. State officials say 32% of traffic deaths statewide last year involved people who weren't buckled up. National data show buckling up saves lives. The enforcement effort runs through June 3rd.

Perry Police After Attempted Child Kidnapper

Perry Police are looking into a report that a man tried to kidnap three girls Friday night. Detectives say the man asked them for directions, then asked them to ride with him and show him the way, and when they declined,. he asked them if they wanted to see his 'thing,' and pointed to his crotch. The suspect's a white male in an older light brown 4-door sedan with peeling paint and some front end damage.

Private Equity Firm Makes Offer for Winnebago

Winnebago's got an offer to buy the company, but the Des Moines Register says company officials want to make sure it's the real thing. The offer came Friday from North Street Capital, a Connecticut based private equity firm, for $11/share. The company's stock closed Friday at $8.66/share. A company spokesperson says they're not rejecting the offer, but don't consider it credible. North Street's been after the company for the last couple of months.

Pres. Obama Campaigns in Des Moines Thursday

The Obama re-election campaign says the President will be in Des Moines Thursday. The stop will be at the state fairgrounds in Des Moines. President Obama will visit the Knapp Learning Center at the fairgrounds. The event's open to the public, and space is first come first serve. If you're planning to go, use the fairgrounds main entrance at E. 30th Street and Grand Avenue.

Police Cite Barnstormers Owner for OWI

The owner of the Iowa Barnstormers, and ex-GOP State Senator Jeff Lamberti was busted Friday night for OWI. Lamberti tells KCCI he made a stupid mistake and takes full responsibility for his actions. Police pulled him over after seeing him swerving in an out of the traffic lanes near E. 14th St and I-235. Police say Lamberti's BAC was twice the legal limit in a sobriety test.

Warmer Weather Has Hand Foot and Mouth Disease Arriving Early

A Mercy Central Pediatric Clinic doctor says he's seen too many cases of hand foot and mouth disease over the past few weeks. Dr. Nader Aljuni tells KCCI the virus leaves sores on the hands, feet and mouths of children who can be contagious for two weeks or more. The best thing to do is disinfect shared toys and lots of hand ashing. There's no medicine for it, but lots of water and high protein foods can help.

Branstad says He'll Ask for Gas Tax Hike Next Session

Appearing on "Iowa Press" today, Gov. Branstad says he will ask the next legislative session to consider raising the gasoline tax and vehicle registration fees to raise money to maintain the state's roads and bridges. The Des Moines Register reports a recent study found 22% of Iowa's almost 25,000 bridges were deficient. A February poll found 68% of residents don't want a gas tax hike. It was last raised in 1989.

Money May Have Played Role in Des Moines Double Murder

Des Moines Police have charged 39-year old Ronald Hawkinson's with two first degree murder counts for yesterday's murders of 30-year old Serif Hidic and 49-year old Robert Smoot. Police say Hawkinson confessed to the killings in an interview. The Des Moines Register reports Hidic was suing Hawkinson for two loans, totaling over $14,000 that hadn't been repaid.

Branstad and Some Muscatine Residents Heading to China

Gov. Branstad's going to pick up some frequent flier miles. He's heading to China from May 29th to June 5th, at the invitation of Chinese Vice President Xi Jinping. 15-residents of Muscatine are going as well. XI, who was here in February, spent time in a diplomatic exchange program in Muscatine 27-years ago, and he considers those 15 long-time friends.

Iowa's Jobless Rate Slowly Falling

Iowa's jobless numbers continue to fall. An Iowa Workforce Development report out today puts April's number at 5.1% down from 5.2% in March. A year ago it was 5.9%. The state report says there's been job growth across several industry sectors, particularly construction. That was one of the industries hardest hit by the housing market crash.

DM PD ID Double Murder Victims

Des Moines Police have charged 39-year old Ronald Hawkinson's with two first degree murder counts for yesterday's shootings at Seibert Trucking. The victims have been identified as 30-year old Serif Hidic and 49-year old Robert Smoot. Police saw Hawkinson confessed to the killings in an interview.
Hawkinson's girlfriend's been charged as an accessory after the fact. Both remain in custody.

Police make arrest in double murder

Police say they've arrested a man in connection with a double-murder on Thursday. Police said they went to Seibert Trucking at 1925 southeast 15th court last night... and found two men dead. Investigators were still at the scene this morning. Winterset police located 39-year-old Ronald Hawkinson last night... and he was brought back to Des Moines for questioning, and then he was taken to the Polk County Jail. He's been charged with two counts of first-degree murder in the apparent shooting deaths. Police have not released the identities of the victims.

DM PD Want to Get to Cops Before Their Problems Get Out of Control

Des Moines Police Chief Judy Bradshaw tells the Des Moines Register she's starting a new system pulling information the department keeps on all officers-like traffic accidents, citizen complaints, use of force incidents and sick leave history, and putting it in a new platform where trained managers and supervisors can call in officers with potential problems and get them help, before things get out of control.

DM PD Have Arrest in Explosives Case

Des Moines PD have busted a suspect they believe was involved in an explosives investigation going back to January 2011. KCCI reports Robert Bell, Jr.'s been charged with malicious use of explosives. Investigators say they were called to 6000 Creston Ave. January 3rd, and found Molotov cocktails and other explosives. Bell had outstanding warrants for driving while barred and domestic abuse assault with a weapon.

WDM ID Theft Victims Used Credit Card at Same Restaurant

West Des Moines Police say 12-identity theft victims have one thing in common. They all used a credit card at Eastern Buffet Sushi and Hibachi on Westown Parkway between May 12 to May 15. Police tell KCCI unauthorized charges appeared on their accounts shortly after. Investigators are still trying to figure out how their card information was accessed. The restaurant's owners and employees are cooperating in the investigation.

Vandal Strikes Urbandale City Manager's Home

Urbandale Police say someone ran a garden house into the home of City Manager A.J. Johnson yesterday, and turned on the water. The damage to the home in the 4200 block of 162nd Street is in the thousands. Big Decisions Ahead for DM's First Charter School

Des Moines' Board of Education's expected to decide early next month if the city's first charter school stays open. A committee reported to the board last night that the school has some major issues, including three different boards which have a say in the charter schools operation, some they say make running the school properly impossible. A meeting tonight will determine the schools ability to survive financially.

Environemntalists Say Climate Change Means More Heavy Rain and Flooding for the MidWest

A new report from the Natural Resources Defense Council and the Rocky Mountain Climate Organization says the heavy rain that brought on the 2008 floods in Cedar Rapids and last years Missouri River Flooding in Western Iowa are part of a trend of more extreme storms for the midwest due to climate change. The report says the more frequent storms with 3" plus rainfall/day are overloading communities that don't have the infrastructure to handle the water.

12-year old Charged With Clive Stabbing

A 12-year old's been charged by Clive Police with stabbing a 14-year old in the back near an elementary school yesterday. The juvenile's charged with disorderly conduct and carrying a dangerous weapon. The Des Moines Register reports the unidentified victim's hospitalized in stable condition. Both boys are students at Indian Hills Junior High School.

Dm Cop Involved in Hit and Run Fired

Des Moines Police Chief Judy Bradshaw fired officer terminated Brandon Singleton’s this morning, three weeks after a hit and run accident, in a patrol car, led to his arrest. Singleton's charged with causing the accident, as well as possession of pot and methamphetamine and drug paraphernalia. He was fired for violating several department rules includes sleeping on the job and violating the city drug and alcohol policy.

Peace Officer Memorial Ceremony Friday

The names of two police officers who died in the line of duty, will be added to the Iowa Peace Officer Memorial Friday. DM Police Officer Roger Hildreth died of heart failure in 2008 while working out in the department's gym. Trooper Mark Toney was killed in September 2011 when his car left the road and caught fire. The Peace Officer memorial ceremony's 10a.m. Friday at the Lucas State Office Building.

DART Info Meetings on June Service Changes Start Monday

DART has 10 open houses coming up, starting next week, to talk about the big service changes they're making as of June 10th. The Des Moines Register reports the changes are part of their DART Forward 20345, and the plan includes a 13% hike in overall transit services, but the changes do include elimination of some bus routes. Proposed Dallas County Hog Plan Withdrawn

Dallas County's Board of Supervisors won't be voting a proposal for a new 5,000-hog confinement facility tonight. The proposal's been withdrawn. Brelsford Family Farms sent a letter to the supervisors pulling their application, saying the concerns of their immediate neighbors were a major factor in the withdrawal. They'd raised issues of water and air quality.

Forey Jacobson Attacker Sentenced

A judge sentenced Benjamin Vogl today to not more than 5-years in prison for the assault on downtown runner Forey Jacobson. Vogl's also been ordered to pay restitution. Jacobson was beaten in Johnny's Hall of Fame bar in Des Moines last November. His injuries were so severe that he was ended up in a coma. KCCI reports Vogl apologized, saying he's regretted what he did every night since.

Iowa Couple Busted for Child Neglect and Weapons Charges in Wisconsin

An Iowa couple's been busted for child neglect in Wisconsin over the weekend, after police there say they found their 2-year old sleeping in the back seat of a car with a portable meth lab and two semi-automatic handguns. 30-year old Patrick Hogan's charged with possession and manufacture of meth, felon in possession of a firearm and child neglect. 29-year old Deanna Hogan-child neglect and carrying a concealed weapon.

3 From Iowa Arrested at Anti War Protest at Chicago Obama Headquarters

Three Iowans were among eight arrested today during an anti-war protest at President Obama’s national campaign headquarters in Chicago. The Catholic Worker Movement, which organized the demonstration, tells the Des Moines Register they'll probably be charged with criminal trespassing. Catholic Worker protesters from at least 10 states are in Chicago ahead of the NATO summit there next Sunday and Monday.

West DM Gets First Dunkin Donuts

Dunkin' Donuts fan? You'll be able to get your fix starting in August. Drew Cownie, who has a franchise with Dunkin, says the first area store will open in the former Kum and Go at 1301 8th Street in West Des Moines. KCCI reports Cownie will be opening 12-through 2018. Lori High and Jeff Kelderman also have a franchise deal with Dunkin Donuts for 8-new stores, opening the first next year.

Branstad Not Giving Up on Property Tax and More Education Reforms

Gov. Branstad didn't get the property tax and education reforms he wanted through the 2012 legislature, but at his weekly news conference, he says he won't be giving up on them. The Governor says annual teacher evaluations and reading initiatives are a good start. Branstad says he hasn't seen final versions of the bills passed by the legislature, and will read each one before deciding whether he'll sign them.

Grand Ave Bridge Work Moved to 2013

The City of Des Moines' canceled plans to shut down the Grand Avenue bridge for replacement this summer. The problem is moving the utility cables from the bridge, which has to be done before replacing it. WHO-TV reports CenturyLink hasn't been able to move the lines it has on the bridge, so the replacement project won't start until next year. When it does close, they expect the shutdown to last only 6-months.

Latino Voter Registration Drive Tomorrow

A Des Moines group wants to register 10,000 Latinos and Hispanics to vote in Polk County by August 1st. The Des Moines Register reports Council 307 of the League of United Latin American Citizens has a voter registration drive tomorrow, from 1 to 4p.m. at La Tapatia Tienda Mexicana, at 1440 Des Moines Street in Des Moines.

25-years for Man Convicted of Dragging Man to Death

A judge's sentenced Richard Halterman to 25-years in prison for vehicular homicide. According to KCCI, Des Moines Police say Halterman was driving under the influence of alcohol, when he struck and dragged 48-year old Critobal Archila to his death in the 400 block of East 19th Street last November.

Des Moines Man Sentenced to 30-years for Deadly Car Crash

21-year old was sentenced today to 30-years in prison for causing a deadly car crash that killed a Des Moines teen and seriously injured four others last August. Michael Lomax’s blood alcohol level at the time was .175, over twice the legal limit when he ran a red light at almost 100 mph, slamming into an SUV, killing the driver, 17-year old Jennifer Garcia.

Cedar Rapids High School Teacher Busted for Sex with 18-year old Student

A high school teacher in Cedar Rapids, has resigned her position, after being arrested over the weekend for Sexual Exploitation by a School Employee. 41-year old Heather Adams was arrested after Cedar Repaids Police say she was caught in a car having sex with an 18-year old male student. Police say this wouldn't normally be considered a sex act, because the male involved was 18, but because she was a teacher, it's a sex crime.

The Des Moines Register reports the pharmacy received almost 1.1-million pills between January 2008 and March of this year, and reported dispensing 358,000. The pharmacy's open, but can't dispense controlled substances.

Beach Water Quality Testing Starts This Month

Iowa's DNR will start monitoring water quality at state beaches on May 21st. Samples will be taken once every week at all 38 state park beaches. The samples will be checked to make sure the water's clear of any waterborne diseases and safe for swimming. The monitoring will run through August. Sebring Out as DM Schools Chief Today

Dr. Nancy Sebring's officially out as Des Moines School Superintendent. A school board spokesperson says she notified them that she wanted to move up her departure date from June. Associate Superintendent, Tom Ahart, will serve as interim Superintendent, while the board looks for a permanent replacement. Sebring's becoming School Superintendent in Omaha.

Branstad and Legislative Leaders Meeting

Gov. Branstad's reportedly sitting down with legislative leaders at the Capitol, and the Des Moines Register's reports it's possible another attempt's being made to salvage property tax reform. a number of proposals have been made to address the property tax issue, but as late as last night, lawmakers still weren't able to come to terms on a bill both houses of the legislature could agree on.

Matthew Grady Gets New Murder Trial

Matthew Grady's getting a new trial. Iowa's Court of Appeals has vacated the Des Moines man’s murder conviction. WHO-TV reports Grady was convicted of murder in 2009. The Appeals Court found detectives should've stopped the interview when Grady told them: "That’s all I can tell you, I ain’t got nothing to say, like just take me to Polk County,” invoking his 5th amendment right against self-incrimination.

USPS Keeping Rural Post Offices Open, But With Fewer Hours

The USPS has backed off on plans for massive post office and processing facility closures nationwide. The Postal Service has decided to offer reduced operating hours at rural post offices, and there are 570-of them here. USPS will hold meetings in communities facing shorter hours to discuss options for service, and there are three available.

Administrator Predicts Cuts in Polk County Budget

Polk County officials say they'll probably have to cut service to deal with property tax reform expected to come from the legislature. County Administrator David Jones warned Supervisors he expects a minimum seven-figure impact to the county budget beginning in fiscal year 2014.

DM Shooting Victim Won't Talk to Police

Des Moines Police are having a problem investigating a shooting in the 500 block of Walker Street. KCCI reports police found the victim, Jose Domingo-Menedez, at Lutheran Hospital The problem-he won't talk about what happened. Witnesses say the gunman is Hispanic. Officers found nothing in a search of the apartment complex. If you have info, call Des Moines P.D. or Polk County Crime Stoppers.

DART Rapid Transit Plan Hits Snag

Efforts to bring “rail-like” bus service to downtown Des Moines hit a snag, with the legislature killing $2-million for the project. The Des Moines Register reports that money would have been part of a $5-million local match to get a federal grand to pay the projects $25-million cost. The new service would have 40 stations on a loop between downtown and 42nd along University and Ingersoll, with a bus every 10 to 15-minutes. .

Legislature Passes Scaled Back Education Reform Bill

The State House and Senate have each passed a compromise K-12 education reform bill, which now goes to Gov. Branstad. The Des Moines Register reports starting with the 2016-17 school year, parents of third graders who aren't reading at grad level will have a choice--an intensive summer reading program or repeat the third grade.

Suspect Busted in September Des Moines Robbery

37-year old Cardnel Brown, Jr. of Des Moines being held in the Polk County Jail on $10,000 bail. Des Moines Police say he's been charged with robbery in a hold up at a Dollar General Store at 1020 E. Army Post Road last September. Police got a tip leading them to Brown who was busted during a traffic stop early this morning.

Iowa Senate Passes Educartion Reform

Iowa's Senate has passed and sent to the house an education reform bill. KCCI reports the compromise allows for teacher peer reviews and gives parents the choice of whether a third-grader should be held back. There's no money to fund functions the bill creates. Gov. Branstad and House Republicans favor more teacher evaluations and a plan to hold back third graders who don't meet reading standards.

More Sex Abuse Charges Against Adel Man

Police have filed more sex abuse charges against an Adel man and they believe even more charges are on the way. Lt. Det. Gordy Shepard of the Adel Police Department says tips led to Sean Lemke. The first tip led to an array of charges against Lemke, He was arrested on Thanksgiving and charged with having sex with a 13-year-old girl. Since November another teenage girl has come forward and told police of her relationship with Lemke. She was just 15. Police filed four more counts of sex abuse for that girl. But they believe there may be more victims.

Beaudrie Stays in the Polk County Jail

36-year old James Beaudrie's staying in the Polk County Jail. He was returned to Des Moines from Chicago yesterday. The Des Moines Register reports he's charged with 8-counts of third degree sex abuse involving three of his 9-children. His wife is also in the jail on related charges. Police say they believe there had been ongoing abuse before the family moved to Des Moines last year, including physical abuse against multiple children.

Whooping Cough Cases Here Up Sharply From Last Year

Iowa's Public Health Department says there's been a 121% hike in the number of whooping cough cases reported this year compared to the same period a year ago. Officials say the cases are up because most adults, primary spreaders of the disease, aren't diagnosed or reported.

JFK Profile in Courage Award to Three Ex Judges Over Gay Marriage Ruling

Three former Iowa Supreme Court justices voted out after ruling the state ban on gay marriage unconstitutional, were awarded the John F. Kennedy Profile in Courage Award. Caroline Kennedy presented the award to ex Chief Judge Marsha Ternus, justices David Baker and Michael Streit. They "were chosen in recognition of the political courage and judicial independence in setting aside popular opinion to uphold the basic freedoms and security guaranteed under the Iowa constitution."

Crapser Gets 50-years for Death of 5-year old

Kara Crapser was sentenced today to 50 years in prison. KCCI reports she agreed to plead guilty to 2nd degree murder in the death of 5-year old Mikayla Valentine. Crapser will have to serve a minimum 35-years before she's eligible for parole. Authorities say Crapser was dating Mikayla's father and caring for the little girl in January 2011, when she was found unresponsive in their home. She died of abusive head trauma.

Big Sioux Bike Trail Closure

Sioux Falls Public Works is lining the Sioux River South Sanitary Sewer Interceptor in the area between 41st Street and 57th Street along the bike trail.During the work, the bike trail on the west side of the Big Sioux River will be closed for about five days starting Monday. There will be no through pedestrian or bike traffic allowed on the bike trail between 41st Street and 57th Street on the west side of the river.

House GOP Introduce Property Tax Plan

Iowa House Republicans have introduced a property tax reform bill separate from one agreed on by Gov. Branstad and State Senate Democrats. KCCI reports a spokesperson for the governor says the House plan has what's needed for an agreement. The House plan has permanent reductions in property value for commercial and industrial properties, property tax credits for businesses, and changes to treat rental properties the same as residential properties for tax purposes.

Liberty Bank Sells Three Branches to Heartland Financial

Heartland Financial USA is buying three branches from West Des Moines' Liberty Bank, and combining them with Dubuque Bank and Trust. Liberty sold two branches earlier this year to Ames National. American Banker reports Liberty's been ordered by regulators to cut its volume of problem loans and raise its capital levels, which have shriveled under steep losses on real estate loans.

Bertolone Guilty

Guilty on all counts. That's the verdict handed down against Anthony Bertolone today. He was charged with multi counts of third degree sex abuse for drugging and sexually assaulting a frat brother for over seven months. The victim testified that he was unaware of the assaults until he borrowed Bertolone's computer and found over 100-images and videos of the abuse. Bertolone faces a maximum 50-years in prison.

Two Men Arrested for Gas Station Robberies

Police have two suspects in custody in a pair of gas station robberies this morning. 23-year old Zakerie Songer and 26-year old Christopher Lince are charged with robbery. KCCI reports two men, one with a gun held up the Kum and Go at 1025 E. First Street in Ankeny a little after 3a.m., and the Kum and Go in the 7200 block of Vista Drive in West Des Moines just before 4:30a.m.

Severe Weather Possible Over Next Few Days

The National Weather Service has issued a severe thunderstorm warning for northern Iowa. KCCI reports golf ball sized hail has been reported by storm spotters as well as heavy rainfall. The state's under an active weather pattern that'll mean a chance of storms right through Sunday, including the possibility of thunderstorms, some severe and localized flash flood possible.

Dm Park and Rec Chief Taking Colorado Job

Des Moines Park and Recreation Director Donald Tripp's leaving his job with the city at the end of the month, and taking a similar post in the city of Westminster, Colorado. The Des Moines Register reports Tripp has family living there. A Park and Rec Board officials says assistant parks director Ben Page, is a potential replacement for Tripp. Des Moines has 72-parks and 300-department employees.

Dawn Allen Missing a Year Tomorroiw

Tomorrow's the one year anniversary of the disappearance of Dawn Allen. Carroll Police say they have no new leads in the 50-year old's case. KCCI reports a man police wanted to talk to as a witness, James Snovelle of Rolfe, took his own life as authorities in Kansas closed in about a week after Allen disappeared. Major Renovation at Southridge Mall

If you visit Southridge Mall, don't be surprised to see construction work going on. The mall's getting a big face lift, and demolition is part of the transition. KCCI reports the work site is right in the middle of the malls anchors-Target, Younkers, and Sears. Several stores have moved to the west end of the mall during construction.

State Lawmakers May Have Property Tax Compromise

Iowa businesses would see their property taxes drop by about $350-million under a compromise between Democrats and Republicans expected to be released today. We don't have all the details yet, but the Des Moines Register reports businesses would get a 24% cut from the $1.5-billion they pay annually. Apartment owners taxes would see their buildings taxed on half their assessed value.

Bad Weather Possible Again Tonight

Get ready for a repeat of last night with storms firing across Iowa late this afternoon into this evening. KCCI reports some of the storms will likely be severe with large hail, damaging winds, heavy rain, and isolated tornadoes. There were many people cleaning up around the greater Ames area after damage done by storms that rolled through last night.

Decision on DM's Charter School By End of the Month

Des Moines Board of Education's expected to decide by the end of the month if the district's only charter school will be around for the 2012-13 school year. The Des Moines Register reports the school's facing a $100,000 budget shortfall for the next year. Board members say the big issue is whether the school's financially stable. Teachers and parents have raised mismanagement issues when 53 laptops went missing this year.

Police say Iowa City Toddlers Death Suspicious

Iowa City Police say the results of an autopsy have led them to classify the death of a 20-month old boy suspicious. Investigators say the cause of the boys death has not been confirmed. Police and EMS were called to a mobile home Monday afternoon on a 911 call of a baby having difficulty breathing. Marcus Balderas was pronounced dead at University of Iowa Hospitals and Clinics.

Cedar Rapids Police Arrest Suspect in Woody's Show Club Murder

Cedar Rapids Police say they've arrested a man for first degree murder for the April 16th murder of 22-year old Raphael Blackwood outside Woody's Show CLub. KCCI reports 22-year old Dominique Fisher was arrested at his home today.

US Airways Starts Des Moines Reagan Nat'l Airport Service

US Airways starts nonstop service between Des Moines and D.C.’s Reagan National Airport tomorrow. There'll be two flights each day. US Airways is competing with Delta, which has one flight a day. The new service will be operated by Republic Airlines, a US Airways Express carrier. The service will be six days a week except Saturday.

WDM High School Sets World Record for Most Twins

Valley Southwoods Freshman High School in West Des Moines has set a world record. They've not got an entry in the Guinness Book of World Records for Most Twins in the Same Academic Year at One School--16! KCCI reports five sets of those twins are Identical. The prior record was held by a Connecticut High school with 13-sets of twins.

Legislative Plan to Ban Automated Traffic Cams is Dead

The plan to do away with automatic traffic cameras in Iowa's dead for this session of the legislature. A bill to ban the cameras pass the House last month, but has gone nowhere in the Senate. Sen. Brad Zaun tells KCCI he was trying to move it along by attacking it to another bill, that also went nowhere. Those automated cameras are in use in Des Moines, Clive and Cedar Rapids.

DM FD Haz Mat Team Requested in Slater for Suspicious Package

The Des Moines Fire Department's Haz Mat Team and a medics were called out to Slater by the Boone County Emergency Management officials after KCCI reports a suspicious package was delivered to the Syngenta Seeds plant at 2369 330th St. Few other details were yet available. There've been no injuries reported. Slater is about 30-miles north of Des Moines.

More Speed Cams for Polk County

Polk County Supervisors said yes this morning to adding speed cameras in areas patrolled by the Polk County Sheriff. Sheriff Bill McCarthy met with board members last week to talk about putting the cameras on Hwy 1412 near Grimes, and one on East University. McCarthy says the goal is to cut the number of accidents and boost safety.
