Gov. Branstad says his health care proposal for some low-income Iowans won't provide the same benefits as an expanded Medicaid, but called his approach more fiscally responsible. Branstad wants Healthy Iowa, a revised version of IowaCare, a state and federally funded program providing limited benefits to about 70,000 low-income adults. It'll cost $23-million more than expanding Medicaid, but Branstad says it's relies less on Uncle SAM.
