Iowa's ombudsman says the state failed to properly monitor a child care center after discovering children engaging in sexual behavior. A report from Ruth Cooperrider says the Department of Human Services did not follow up after complaints of sexual behavior among children in 2010 at The Child Development Center in Des Moines. DHS has accepted some of the reports recommendations including clearer rules on reporting inappropriate sexual behavior to parents.
