The education reform bill lawmakers are debating could come down to who's in charge: the state or local school districts. Among the proposals: creating a statewide teacher-evaluation system and new tests for students. The Des Moines Register reports the governor’s plan has the state making those decisions; as well as requiring all teachers to apply for work through a state-run job board, leaving schools able only to interview candidates that are state approved.
