The Top Value Foods building in the north central part of Des Moines has been vacant since 2004, and a group of investment partners is planning a new store to replace it. It will take several more weeks to get the financing in order, and then about six months to build the new store. Top Value failed in that location despite residents working for years to bring a store to that area. Economic analyst do believe its a viable location.
