Democratic state senators have been working on what's the taxpayers First Act, dropping some GOP spending cut ideas for the next 5 years. The dems would keep public preschool and smoking cessation programs, keep matching money for a passenger rail project from Iowa City to the Quad Cities, and family planning services; but cut to state library acquisitions, the downtown Des Moines shuttle to the Capitol, office and out-of-state travel for state workers.
