The parents of a Dubuque boy who was electrocuted on New Year's Eve have been charged connected to the incident. The child was accidentally electrocuted when he touched something behind a stove, and died on January 10th at a hospital in Iowa City. The boy's parents, 30-year-old David Estafen and 29-year-old Mable Breitbach both turned themselves in on warrants. They were each charged with two counts of possession of a controlled substance. Authorities say they took marijuana, hallucinogenic mushrooms, and drug paraphernalia from the home. They've both been released on bond.
