In Pleasant Hill, there's a new law limiting pet ownership to four dogs or cats or any mix of dogs and cats up to four total. That's to end pet hoarding which has become a growing problem. Worrying about the law is the Animal Rescue League of Iowa, which says there are plenty of pets to adopt and limits keep people from adopting.
