Corps Cutting Lake Outflows

The Army Corps of Engineers says it's cutting back the outflow from Saylorville and Red Rock lakes. KCCI reports the reason is possible record flooding on the Lower Mississippi River. Levels at both lakes are expected to rise over the next couple of weeks of lowered outflows.

Sawyers Competency Hearing Postponed

A judge today psopotned until May 20th, a hearing to decide if Dajour Sawyers is competent to stand trial. Sawyers faces vehicular homicide and other charges in the April 7 crash that killed Chad Wells, of Altoona. KCCI repoerts the psychiatrist doing the evaluation, says he needs additional information about Sawyers before he can provide testimony about whether Sawyers is competent to stand trial. The teen's staying in the Polk Count Jail on $50-thousand bond.

Fares Up at United Continental

United and Continental are raising airfares on many U.S. routes by up to $20 per round trip ticket. They're blaming higher fuel prices. KCCI reports fares went up $3 each way on flights longer than 500 miles, and $10 each way for first-class tickets. U.S. carriers have hiked prices more than 6 times this year. United Continental Holdings fuel bill rose $560 million, or 26% since this time last year.

Another ICE Site in Downtown?

A second property owner's now applied for a special permit to have Immigration and Customs Enforcement open center in downtown Des Moines. This properties at 315 SW 14th St. It's in the Riverpoint district, an area the city considering for commercial, retail and residential redevelopment. A request for a permit at a 9th street location's drawn opposition from Mayor Crownie and 2 major employers because it would be close to residential properties and child care facilities.

Trial to being Monday in child abuse case

Jury selection will start Monday in Jonas Neiderbach's trial. He's the Des Moines father accused of severely abusing his infant son. 22-year old Neiderbach faces seven felony charges stemming from head and rib injuries sustained by Ethan Neiderbach in July 2009, when the boy was less than 2 months old. The boy's mother is already serving a twenty year prison term after pleading guilty to child endangerment. Neiderbach's trial is expected to last three weeks.

Iowa teachers recognized in math and science

President Obama has named 85 mathematics and science teachers as recipients of the prestigious Presidential Award for Excellence for kindergarten through sixth grade. Winners receive a $10,000 award from the National Science Foundation to be used at their discretion. They also receive an expense-paid trip to Washington, D.C., for an awards ceremony later this year. Congratulations to math teacher, Barbara Leise of Des Moines, and Science teacher Brandon Schrauth of Johnston.

Family Wonders Why So Long on Answers in Nevada Shooting

The family of an Iowa man shot and killed by a police officer said Thursday that they are still waiting for answers about his death. Kevin Johnson was shot more than two weeks ago inside his home in Nevada. The Iowa Division of Criminal Investigation is still investigating the shooting to determine if the officer's force was justified. Johnson's family tells KCCI they knew it would take time for the DCI to put all the pieces together, but Kevin's mother said she didn't think it would take this long. A candlelight vigil for the family of Kevin Johnson will be held this Sunday night from 7 p.m. to 9 p.m. at Nevada High School.

Trash Bash

More than 1,100 volunteers were part of the Earth Day Trash Bash in downtown Des Moines this afternoon. Volunteers worked for a couple hours to clean up trash on downtown streets as well as at the Principal Riverwalk, Gray's Lake, Meredith Trail and city parks. After searching for trash, teams gathered at Simon Estes Amphitheater for food, music and awards. Prizes were awarded for things like the most unusual type of trash, smallest piece of trash, most cigarette butts collected and team spirit.

More School Spending?

Iowa Senate Majority Leader Mike Gronstal says the 4.4% rise tax revenue over the last year makes it clear the state can afford to increase school funding by 2%. KCCI reports Gronstal says higher tax revenues and a $900 million surplus should be a signal to Republicans and Gov. Branstad that the state can afford $65 million more for schools in the coming year. Repbulicans say there shouldn't be any school spending hike for the next 2 years because the state has to replace $700 million in spending from one-time sources with general fund money.

Iowa Red Cross

There's been no call yet for Iowa to send any Red Cross disaster team members to help victims of yesterday's Tornadoes in the south. Cassadnra Nelson, spokesperson for the Central Iowa Chapter of the American Red Cross, tells KCCI 40 emergency response vehicles are headed to the area, but as of Thursday afternoon Iowa's team has not been called to help. The Iowa team assists in preparation and distribution of meals when they are sent to disaster zones.

No ICE in Doiwntown Des Moines

Mayor Frank Cownie asked, and the city Zoning Board of Adjustment tabled a request that Immigrations and Customs Enforcement be allowed to set up a processing and detention facility for illegal immigrants in the former Northwestern Bell/Qwest building on 9th Street in downtown. Cownie says he'd be happy to discuss locating the facility in an industrial area, but not in downtown, which goes against the federal government's own criteria for where such a facility should be.

Filmmaker sues for defamation

Wendy Weiner Runge pleaded guilty to a sole count of fradulent practices back in February, related to illegal filmaker tax credits. Runge is now suing the state of Iowa for defamation. She says state employees made damaging statements to reporters, colleagues and the general public. According to The Des Moines Register, her lawsuit doesn't cite specific people or instances. Her sentencing is scheduled for May 17.

Indoor pole vaulting draws 2500

More than 2500 spectators packed into Jordan Creek Town Centre to watch indoor pole vaulting last night. That includes former Governor Robert Ray. The crowd especially enjoyed watching Kylie Hutson of Indiana achieve a personal best not once but three times, vaulting over 15 feet. Her partner, Brad Walker, cleared 18-1 1/4 inches to take first.

Power restored for most in the area

Power is back on after a MidAmercian substation failed yesterday and caused an instant power outage for about 3000 customers. The outage grew to affect 7600 customers in Des Moines, West Des Moines, and Windsor Heights where it was pitch black for about five hours. Some residents said they heard what they thought was an explosion before the power went out. Most of the power is back on, but there are still two spots MidAmerican is working on in Des Moines and Ankeny.

NFL Draft tonight, Iowa players ready

For the second year in a row the NFL draft starts on a Thursday night in primetime. Adrian Clayborn from Iowa and Ben Lamaak from Iowa State are two top players invited to New York to wait out the draft in the green room, so they can walk across the stage when their name is called. Only the top twenty five players were invited to New York. Quarterback Ricky Stanzi is hoping to be picked too. He'll watch the draft at home.

Officer injured near Drake Relays party

The Drake Relays are going strong today. There was an arrest overnight after a Drake University security officer monitoring activity around a beer tent near campus, had his arm slammed in his car door as he tried to climb out of his vehicle. Benjamin Freeman has been charged with assault and public intoxication. Security Officer Matthew Samann saw that a fight might be breaking out and tried to get out of his car, when Freeman intentionally shut the door on him, pinning his arm between the door and the frame.

Body Found in Des Moines River

Police say it took more than two hours to remove a body from the Des Moines River after it was found yesterday afternoon. The body was spotted at about 5 p.m. near Prospect Park. Police tell KCCI an autopsy will be performed to learn the identity of the person found dead. Prospect Park is located near Broadlawns Medical Center, northeast of Hickman Road and Martin Luther King Jr. Parkway.

Branstad/GOP Propose Property Tax Cut Plan for Businsesses

Gov. Branstad and Republican lawmakers have unveiled property tax cutting plan. It would slash commercial and industrial property taxes nearly in half and would increase the state's share of local school budgets over time, to replace local property taxes that pay for education. The state to send $50 million a year to local governments to make up for their lost revenue. Local government officials say that won't be enough to cover lost property tax revenue.

Johnston Bicycle Roundup May 14th

The 2nd annual Johnston bicycle roundup's 12:30 p.m.on May 14 in the Pioneer Hi-Bred parking lot at Pioneer Parkway and South Drive. Riders of all ages will get to show off their skills by navigating an obstacle course. To promote safe riding, a maintenance check and a helmet fitting will be provided to riders. There's also a family trail ride at 2 p.m.

Polk City Recreation Bond Vote May 3rd

Polk City residents will vote May 3rd on a plan to issue just over $4-million in bonds to build and expand recreational; facilities. The bond would pay for expanding the Polk City Sports Complex, and build a new multi-use field next to the Big Creek Technology Campus. The Des Moines Register reports there'd be a bike trail extension in the area from Kiwanis Park to Madison Drive. The referendum needs 60% approval to pass, and would add $2.27 to the city property tax rate.

Tammy Smith Conviction Reversed by Appeals Court

The Iowa Court of Appeals has reversed Tammy Smith's conviction for child endangerment, after her developmentally challenged son started talking about how he was injured. Smith was convicted after the boy, then 4, and not able to speak, broke his arm and dislocated his shoulder. Since the 2006 injury, the youngsters started talking, and KCCI reports he's testified that the arm was broken in 4 place when he put it in a front end loading washer on spin cycle.

New Boss for Iowa Transportation Department

Gov. Branstad picked Paul Trombino, III as the new director of the Iowa transportation Department. KCCI reports the 44-year old's currently a bureau director for the Wisconsin Department of Transportation. He'll replace the retiring Nancy Richardson. The appointment's subject to state senate confirmation. The department oversees Iowa's transportation systems, including highways, bridges, aviation, rail and public transit.

Iron Castings Foundry Planned for Iowa City

Maryland-based Nadicom's bringing a new iron castings foundry to Iowa City, and the plans call for hiring 175-people. KCCI reports the company hopes to start operations in 2013. Announcing the plan today at the Iowa Wind Energy Association conference, Nadicom's CEO says their initial focus will be on the wind turbine market. The company's $85-million plan will be reviewed by the state and Iowa City.

Pharmacy robbed for pills, not cash

A robber made off with 600 hydrocodone pills yesterday when the Fifield Pharmacy on University Avenue was robbed. A gunman gave a note to a pharmacist, according to a police report. The pharmacist saw the list of drugs and thought the man was asking for pricing, until he saw the gun. The pharmacist then placed several bottles on the counter and the man took off. The pharmacist got a glimpse of the vehicle and the license plates appeared to be out of state. No arrests yet.

Downtown Des Moines gets Hub Spot

Some have already gotten a look at the new addition to the Principal Riverwalk as it was unveiled yesterday morning. The Hub Spot will be added at West Court Avenue and Water Street in downtown Des Moines. Our news parnters at KCCI tell us the Hub Spot will feature a multi-use structure with an outdoor open plaza that will host several outdoor activities. The lower level will house public restrooms and seating. Construction has begun and should be done by October.

Paul forms exploratory committee

Texas Republican Ron Paul announced in Des Moines yesterday he is creating a Presidential exploratory committee as he considers a run for the GOP nomination. Paul won't take long before he decides for sure on a Presidential bid.






Former Mass. Governor Mitt Romney, and former Minnesota Governor Tim Pawlenty have also formed exploratory committees.

Chance to drop off unused prescription drugs Saturday

If you have unused prescription drugs, you have the chance to drop those off Saturday and be part of the National Prescription Drug Take-Back Day. The Drug Enforcement Agency's website lists several sites in Iowa where you can take unused, unwanted and expired medications, including Walgreens locations in Des Moines on Douglas Avenue and SE 14th Street. You can also drop off at police departments in Pleasant Hill, Urbandale, and West Des Moines, or Johnston City Hall. It's Saturday from 10 to 2.

Flying Through the Storm

For the first time last night, Mercy Medical Center's air ambulance flew through a storm to airlift a 15-year old crash victim to Des Moines. The Wide Area Augmentation System helped the pilot in flying during rainy conditions and reduced visibility of 500 feet. The WAAS is the latest in air navigation technology. Mercy One is Iowa’s only medical helicopter equipped with WAAS technology and pilots certified on it by the Federal Aviation Administration.

Des Moines Man Sentenced for Psych Ward Arson

A Des Moines man's gotten 10-years in prison for starting a fire in a psych ward at Covenant Medical Center in Waterloo. Authorities say Ajamu Manu El-Amin was being treated in the mental health unit, when he lit bedding and paper on fire in March 2009. KCCI reports El-Amin was charged with 1st degree arson, but plead guilty last month to a reduced charge of 2nd-degree arson.

High Trestle Trail Opens Saturday

The 25-mile, $14.7 million High Trestle Trail officially opens Saturday. It has one of the largest pedestrian bridges in the world: a half-mile long and 13 stories high. The celebration will feature events in each of the five trail towns - Ankeny, Madrid, Sheldahl, Slater and Woodward. Ankeny's events kick off with a pancake breakfast at 8 a.m. at Fire Station 1, 120 N.W. Ash Drive. The official Ankeny trail dedication and ribbon-cutting event will be at 11 a.m.

Des Moines House Fire

Arson investigators were called to the scene of a house fire this morning in Des Moines. Fire officials say someone walking by, noticed flames coming from the living room of a home at 1749 East Park Ave. Arriving firefighters heard explosions from inside the home that may have been cause by aerosol cans. The home's in foreclosure, and the utilities have been shut off. KCCI says the cause of the fire is still under investigation.

Woman Charged in Child's Death

A woman's been charged with 1st degree murder for the death of a 5-year old girl. The Department of Criminal Investigation and Eagle Grove Police took 20-year old Kara Crapser into custody this morning for the death of Mikayla Valentine. Investigators say Mikayla died in January, and an autopsy determined the child's death was caused by abusive head trauma. Crapser's in the Wright County Jail on $500,000 cash only bond.

Strip Search Lawsuit

A federal judge in Sioux City has continued a stay in lawsuits filed by six women who claim their constitutional rights were violated when they were strip-searched at the Woodbury County Jail. The delay was ordered because the U.S. Supreme Court is reviewing a similar case in New Jersey. The New Jersey case may not be decided until the spring of 2012.

Meeting today on Beaver Ave. project

There's an informational meeting today on the Beaver Avenue Streetscape project. Officials will give the status of the project and talk about how property values might be affected. The meeting will be at 5:#0 at First American Bank on Beaver Avenue. Anyone can attend.

Tire store employee back at work after catching a criminal

Timothy Ray is a Graham Tire store employee who tried to stop someone from stealing his car over the weekend and was clipped as the suspect tried to get away. Ray managed to get up and chase down the suspect just as he had crashed into a parked car. Ray took the thief to the ground and put him in a headlock until police arrived. His car is totaled. 18-year old Robert Noah Reynolds was taken to the Polk County jail.

Drake Relays to hand out new awards

Instead of the traditional champions wristwatch, winners at the Drake Relays this week will receive a pair of inscribed Oakley sunglasses. Relay organizers said they've had an abundance of unclaimed awards in the past few years, and they think the younger generation just doesn't want watches, since they have cell phones and other devices that tell time. The Heptathlon and Decathlon start tomorrow, along with the pole vault. The Relays continue through the weekend.

Zoo to see improvements

Blank Park Zoo is getting an upgrade and new exhibits after a deal has been struck between the city of Des Moines and the private foundation that manages the zoo. City Council approved $25 million in improvements, plus a long-term lease and master plan that sets the zoo's expansion plans for the next twenty years. The sea lion pool will be one of the first things to see improvements, along with the Australian exhibits.

Paul to form exploratory committee

Texas Rep. Ron Paul plans to announce the formation of a 2012 presidential exploratory committee at an event today at a Des Moines hotel. An exploratory committee would allow Paul to raise and spend money toward a 2012 candidacy. His campaign manager also says Paul also plans to name an Iowa campaign team. Paul finished fifth in the 2008 caucuses and has visited Iowa seven times since.

Woodland Ave Death

Des Moines police don't have any suspects yet in the death of 52-year old Kathryn Mitchell. Her body was found in her Woodland Avenue apartment April 15th. Investigators say she died from injuries received in an assault. Detectives have been doing interviews trying to find out what happened to her, and investigators say some of those interviews lead to other people they want to question.

Jailer Charged With Sexual Misconduct

Story County detention officer Michael Warnick's been charged with sexual misconduct with an offender. KCCI reports a preliminary investigation by the Story County Sheriff’s Office found there was validity to a claim made last month, that Warnick may have been having inappropriate contact with a female inmate.

Sawyers Competency

19-year old Dajour Sawyers has a court hearing Friday to determine if he's mentally competent to stand trial. Sawyers charged with vehicular homicide in an Altoona crash April 7th. Police say Sawyers was driving a stolen Jeep when it broadsided another car driven by Chad Wells. Wells was killed. The Des Moines Register reports a judge's found “probable cause that the Sawyers suffering from a mental disorder, preventing him from appreciating the charges against him or helping in his defense.

Storm Damage Program

Gov. Branstad's unveiled an individual disaster assistance program for people in Buena Vista, Monona, Pocahontas and Sac counties, that are dealing with property damage from recent western Iowa storms. The program provides grants of up to $5,000 for households with an income of up to 200% of the federal poverty level. That would allow a maximum household income of $37,000 for a family of three.

Carbon Monoxide Closes Elementary School

Classes were canceled at an Iowa City elementary school today because of carbon monoxide. Students at Longfellow Elementary were sent home after the fumes was detected. Investigators suspect the carbon monoxide came from the school's boiler system, though the exact source hasn't been found.
KCCI reports the fire department and MidAmerican Energy are trying to find the cause.

Drake Relays Bulldog contest moved indoors

The Beautiful Bulldog contest will be held today as the Drake Relays approach. The contest has been moved indoors, to Drake Fieldhouse on the corner of 27th and Forest Avenue. Fifty bulldogs are competing for the crown, with the winner announced this afternoon. The Drake Relays begin Thursday at Drake Stadium.

Apartment fight leads to arrest

A fight in an apartment building near Capitol View Elementary School on Des Moines' east side resulted in the arrest of one man. Five males were reportedly involved in the fight at 1450 E. Grand Ave, and officers found blood splattered along the walls of the hallway and on an apartment door. Police arrested 49-year old Jorge Hernandez-Rodriguez and charged him with first degree burglary. The identities of the other men are unknown.

Convenience store clerk robbed as she left work

Early Sunday morning, a Git-N-Go employee was leaving the store at 2911 Douglas Avenue, and after getting into her vehicle she was approached and robbed by two men who threatened her with a handgun, according to police. The thieves made off with her purse, with contained no cash, but did have credit cards and ID inside. Police haven't yet located the suspects.

DART GM to Florida

Brad Miller, general manager of the Des Moines Area Regional Transit Authority is leaving at the end of June to take a similar job with the Pinellas Suncoast Transit Authority in Tampa Bay, Fla. Miller tells The Des Moines Register he was contacted about the Florida job by a transit industry recruiter. He start in Florida in July. DART is Iowa's largest transit authority, serving Des Moines and 18 surrounding communities.

Dalasta Trial Now October

The Ankeny man accused of killing two children in a May 2010 car crash will now stand trial in October for vehicular homicide. 47-year old Kevin Dalasta was supposed to be in court May 16th, but the Des Moines Register reports the date was changed yesterday. Investigators ruled out alcohol or drugs as a factor. Dalasta's pleaded not guilty to all charges.

Judicial Impeachment Try Dead

Iowa House Speaker Kraig Paulsen today stamped out a move by republican house members to impeach 4 state supreme court justices. Five Republican lawmakers had filed resolutions in the House yesterday to impeaching the justices who ruled in favor of legalizing same-sex marriage in 2009. KCCI reports Paulsen says while he agrees with some of the reasoning behind impeachment, he doesn't buy the remedy, and if it came up for debate, he'd vote no.

Story County Jailer Sex Misconduct Probe

A Story County jailer's under investigation for sexual misconduct with an inmate. KCCI reports no charges have yet been filed, but the sheriff confirms an investigation's under way and the jailer's been placed on administrative leave. A search warrant was granted by a judge as part of the investigation, but information about has been sealed for 60-days. A sheriff's department spokesperson says more details will be provided next week.

Teachers at School for the Deaf could be laid off

Five teachers at the Iowa School for the Deaf in Council Bluffs could lose their jobs in the face of budget cuts. The Iowa Board of Regents will consider approving the layoffs at a meeting in Ames next week. The school serves students from Iowa and Nebraska who are deaf or hard-of-hearing from preschool through age 21.

Man rescued from river

Rescue teams saved a man on the Des Moines River who had flipped out of his canoe. Those passing by noticed the man near Prospect Park yesterday afternoon and called 911. The man was not wearing a life jacket. He was taken to Mercy Medical Center for treatment and is expected to be okay.

Flags at half staff to honor soldiers

If you see flags at half-staff this weekend, it's to honor two Iowa National Guard soldiers who were killed in Afghanistan. Gov. Terry Branstad ordered the flags to be lowered through Monday. A memorial service for Sgt. Brent Maher, 31, of Honey Creek is set for today in Council Bluffs. He died April 11 when a bomb exploded under his armored truck. Spc. Donald Nichols, 21, of Shell Rock was killed in a similar attack April 13. A memorial service will be Saturday in Waverly.

Rewrite for bill addressing animal rights activists

Iowa lawmakers are looking to crack down on animal rights activists who secretly videotape animals, and sometimes obtain jobs under false pretenses to gain access. Yesterday senators introduced a massive rewrite to meet concerns that a version passed by the House is unconstitutional. It contained provisions that would have made it illegal to possess or distribute audio or video recordings. The U.S. Supreme Court has previously ruled that films exposing animal cruelty represent the exercise of free speech.

Drake employee surrenders

Former Drake University employee Robert Harlan has officially surrendered to police and is cooperating with the investigation. University President David Maxwell confirms small sums of cash had been taken from a petty cash fund fairly regularly since 2004. Officials at Drake notified police last month of their suspicions. Yesterday, Harlan was charged, taken to the Polk County Jail and then later released after posting $50,000 bond.

DM Superintendent on Boulder Short List

Des Moines schools superintendent Nancy Sebring is a finalist for the job of school superintendent in Boulder, Colorado. KCCI reports Sebring is one of the finalists to succeed the current Boulder Valley schools superintendent Chris King, who is retiring at the end of the school year. Sebring notified her administrators by email yesteday. Sebring will visit Boulder Monday for a series of interviews and public meetings, according to the school district there. She's been superintendent here since 2006, coming from the Douglas County district in Colorado, that state's fourth-largest. Sebring is an Iowa native.

Regents Fee Hike

The Iowa State Board of Regents will consider a plan next week to increase the cost for room and board students pay at the state's public universities. The increase would be between 3 and 5%. Students on a full meal plan who share a dorm room would pay about $300 more than last year.

Fleur Drive Construction

Des Moines Public Works Director Bill Stowe says Fleur Drive will be closed starting May 2 for up to 3-months. KCCI reports the city will be rebuilding the Fleur Drive viaduct bridge just south of the Gray's Lake south entrance. The closure cuts off traffic between Bell Avenue and George Flagg Parkway. Crews hope to have enough of the project complete by Aug. 5 to open one lane of traffic to vehicles as they work to finish the project.

U of I Prof Quits

U of I researcher, Dr. Gary Hunninghake, is resigning as of May 31st. The med school professor and head of the Institute for Clinical and Translation Science was put on paid leave last year after an campus police started an investigation into child porn allegations. KCCI reports right after word of the investigation got out, he falsely reported to Chicago Police that he'd been robbed and stabbed while out jogging. It turns out his injuries were self-inflicted.

Senate orders studying on internet poker

The Iowa Senate has approved legislation asking for a study to be done on regulating internet poker. This sets the stage for a full debate on legalizing internet poker in Iowa next year. Although the bill has passed the Senate, it moves onto the House where its future is a little more uncertain.

Embezzlement accusations surround Drake employee

Drake University President David Maxwell said yesterday two audits missed a pattern of missing money from students accounts. A recent internal investigation revealed evidence that led police to charge former Drake employee Robert Harlan with embezzlement. Des Moines police say Harlan will turn himself in today. He's accused of manipulating the accounting system so it looked like he was paying bills instead of himself. The paper trail dates back to 2004, and $470,000 missing.

Pedestrian accident victim identified

An accident Tuesday trapped and injured a pedestrian, who has been identified now as 43-year old John Bailiff of Des Moines. He was taken to Mercy Medical Center and is reportedly in good condition. The accident happened at 8th and Locust.

Branstad No 2-year Budget Compromise

Gov. Branstad says he'll reject a budget compromised from Senate Majority Leader Michael Gronstal. The Des Moines Register also reports the governor's hinted that he'd also reject parts of a bill passed by the legislature Monday that provides funds for professionals who represent juveniles and low income families accused of crime. The big hang up is Branstad wants a 2-year budget, something lawmakers so far haven't completely embraced.

Christie Vilsack Running

Christie Vilsack, the wife of Agriculture Secretary and former Iowa Gov. Tom Vilsack, has decided to run for public office. She's moving to Ames next month so that she can run for the 4th Congressional District Seat. Republican Steve King's represented the former 5th district for 5 terms, and says he plans to seek re-election.

Drake Provost Stepping Down

Drake University's Provost Michael Renner, is stepping down effective May 31st. KCCI reports Renner says he's giving up the job over a difference in leadership philosophy with Drake President David Maxwell. Renner will remain at Drake as a biology and psychology professor.

New grocery store in the works

The Top Value Foods building in the north central part of Des Moines has been vacant since 2004, and a group of investment partners is planning a new store to replace it. It will take several more weeks to get the financing in order, and then about six months to build the new store. Top Value failed in that location despite residents working for years to bring a store to that area. Economic analyst do believe its a viable location.

Local mansion gets a good cleaning

The Salisbury House is getting a $400,000 renovation, funded by federal and state grants. The late Des Moines pharmacist Carl Weeks built the mansion in the 1920's after amassing a fortune in the cosmetics industry. Chemical solutions are being applied to the walls to give them a good cleaning and to help preserve them. The mansion is open for tours Tuesday through Sunday.

Pawlenty Staffer Quits Over Arrest

A staffer for former Minnesota Gov. Tim Pawlenty's presidential exploratory committee's resigned in the wake of his arrest for trespassing and public intoxication earlier this month. The Des Moines Register reports 24-year old Benjamin Foster was lost and drunk when he tried to enter the home of a suburban Des Moines family early on the morning of April 6th.

State Pen Assault Lockdown

The Iowa State Penitentiary's maximum security unit's been on lockdown since this morning. Prison officials say one inmate was assaulted by another in the Iowa Prison Industries building. The inmate suspected in the assault's been segregated from the rest of the population while corrections officers look for the weapon that was used. The name of the inmate who was attacked hasn't been made public.

Task force targets bed bugs

A new task force in Polk County...this time to fight bed bugs. The task force is made up of public health, university, government and nonprofit organizations working together to raise awareness of the challenges and economic impact of controlling bedbugs. The Polk County Health Department said in a release, no community is immune. You'll see more public information now on how to fight the problem.

Altoona restaurants grow

More restaurants are opening in Altoona. Maid-Rite Diner is looking to return to the city at one of several different locations along Eighth Street, and the Dairy Queen recently went through an update and got a new look. Don Coates is the Eastern Polk Regional Development director, and according to the Register, says the economy in Altoona is strong with a solid daytime population of individuals who work in the area, and easy access to I-80.

Woman Died During Assault, Police Say

Des Moines police investigators said yesterday that a woman found dead on Friday was involved in an assault at the time of her death. KCCI reports Kathryn Mitchell was found dead in her apartment on Friday after a 911 call was received from a pay phone at a gas station. Police said the caller has been identified and is involved in the investigation. Detectives have confirmed that Mitchell died from injuries sustained in an assault. The specifics to the types of injuries and location of the injuries are not being disclosed.

Atmosphere outside Hawkeye football games could be less festive

Iowa City wants to ban vendors outside Kinnick Stadium on football game days, but the proposal has run into opposition. The Mayor says he opposes the ban and would rather just see better regulation of vendors. And City Manager Tom Markus told the Iowa City Press-Citizen he believes a permitting system rather than a ban would go a long way to limiting some of the concerns about safety and commercial tailgating. Iowa football fans have reacted negatively toward the ban. Iowa City council will discuss it again today.

Parade needs crowd control, according to police

Des Moines police are still reviewing last month's St. Patty's Day parade, and their findings haven't been all that favorable. They said kids were two or three feet away from the floats at times, which is just too close. Parade organizers met with police and city officials earlier this month to discuss how to improve things for 2012. Police told organizers they wouldn't sign off on next year's parade unless crowd control was improved. They might even add a steel fence for crowd control. Organizers are up against cost issues since the parade is not sponsored. About 22,000 attended this year.

Another Iowa National Guard soldier killed

Iowa National Guard announced that for the second time in a week, one of their soldiers has been killed by an insurgent's bomb in Afghanistan. The latest casualty was 21-year old Spc. Donald Nichols of Shell Rock. Another soldier, 24-year old Spc. Timothy Gourd of Prescott, was injured in the same attack Wednesday morning. It was announced last week that 31-year old Spc. Brent Maher of Honey Creek died when his armored truck was hit by a bomb. Three others were injured in that attack.

Okland Reward Now More Almost $67,000

The reward for information leading to the arrest whoever is responsible for the murder real estate agent Ashley Okland last weekend is now the largest in Polk County Crimestoppers' history. West Des Moines police said Saturday the reward has jumped nearly $50,000 - to a total of $66,785. It's the largest Polk County Crime Stoppers reward fund ever created. Ashley Okland, 27, was found shot inside the model unit of a new townhome complex in West Des Moines last Friday. Police said no one has been arrested in connection with the case.

Teen Murder Trial Moved

A judge's agreed to move the trial of a Minnesota teen charged with killing two Iowa convenience store clerks last fall has been moved to Carroll County. 17-year old Michael Swanson's charged as an adult with first-degree murder and robbery in Kossuth and Humboldt counties.

Drake Embezzlement Investigation

Des Moines police say a former Drake University employee may have embezzled over $470-thousand from the institution. KCCI reports police have charged 49-year old Robert Harlan with theft, one count for each of the 5-years he's believed to have stolen money from the university. A department spokesperson says this may have started back to 2004. Police say they don't know how the money was taken or what Harlan may have done with it.

WDM Picks School Superintendent

West Des Moines school officials say the board of education's settled on Dr. Peter Ansingh as their new school superintendent. KCCI reports his contract's expected to be approved by the board Monday, and he will start July 1st. Ansingh's leaving the job as superintendent of schools for the West Valley School District in Yakima, Wash.

Okland Folo

West Des Moines Police say they've executed a search warrant as they continue trying to find the why and who in last Friday's murder of 27-year old Ashley Okland. KCCI reports police aren't releasing any details on who or where the warrant was served, since it was sealed by a Dallas County Judge. The reward fir information in the realtor's murder is close to $25-thousand.

Planned Parenthood expands

Planned Parenthood has announced an expansion campaign that will open clinics in 12 new communities in Iowa and Nebraska over the next five years. Carter lake, Clinton, and Ottumwa are among the locations that will get new facilities. Also on Thursday, Congress voted down a proposal to deny federal money to Planned Parenthood.

Hundreds gather to remember Ashley Okland

More than 1600 attended a celebration of life ceremony yesterday to remember realto Ashley Okland, who was shot and killed last Friday in West Des Moines. Burial was held in Huxley. Police have received hundreds of tips and and it's a top priority in the police department. But so far no arrests have been made. The reward for information leading to an arrest has jumped up to $23,700 now.

Search for Martin's body continues

The search for the body of 18-year old Richard Martin will continue into next week, according to authorities. Martin wasn't wearing a life jacket when the accident occurred last Saturday near the Sycamore Park access in Johnston. One of his shoes has been found, and the shirt he was wearing has been removed from the bottom of the river. The swift river current is hindering the effort some, but the Iowa Department of Natural Resources will continue their efforts.

Drake relays start today

Drake Relay get underway this weekend with street painting today at 4 p.m. Students and staff members will paint the street by the corner of 27th Street and Carpenter Avenue for three hours to mark the start of festivities on campus. The parade happens tomorrow at 2 and will circle around campus starting at 24th Street and University Avenue, moving west on University, then north on 30th Street, then east on Forest Avenue, and ending at Forest and 25th Street. The Grand Marshal this year is Kim Carson, who won the 100-meter special invitational hurdle race at the 2000 and 2001 Drake Relays.

High Gas Prices Pressure School Budgets

School budgets are due to state officials today, but many districts said they’re having a difficult time planning with increasing gas prices and a freeze on state support. Gov. Branstad's projections of flat allowable growth rates for all schools for the next two years have officials searching for ways to cut back and move funds around. And the rising cause of fuel is making it much harder. So far this year, the Des Moines Public Schools have purchased 203,000 gallons of diesel fuel, which has cost them more than $545,000.

No Online Gaming for Now

The Iowa Senate Ways and Means Committee's approved a gambling bill that doesn't include provisions for legalized in-state internet poker. Lawmakers say online gaming was too controversial. the bill they've sent to the full senate asks the Iowa Racing and Gaming Commission to report to them by December 1st on how to create a system for intrastate internet poker.

1600 Say Goodbye to Okland

Over 1600 people turned out today for the funeral of Ashley Okland, the realtor murdered last Friday in a model home. The Des Moines Register reports police haven't identified a suspect and there've been no arrests. Friends and family say her death leaves them as mystified as ever. Okland, grew up in Huxley and graduated Iowa State University in 2006, had no enemies and was known for her outgoing nature.

DMACC Hikes Tuition

Des Moines Area Community College (DMACC) has approved a tuition increase. The Des Moines Business Record reports the hike from $125 to $131/credit hour, takes effect next fall at All DMACC campuses. DMACC President Rob Denson says sharp growth's help them deal with budget shortfalls, and they're aggressively cutting spending.

ABC Cancels 2 Soaps

Enjoy them while you can....2 of the most famous soap operas on daytime tv are history. ABC's pulled the plug on "One Life to Live" and "All My Children" - and Susan Lucci, daytime's most famous actress. KCCI reports "General Hospital" will be ABC's only daytime drama, and on of only 4 left on the big 3 networks daytime schedule.

Local woman a finalist to be Charlie Sheen's intern

An Urbandale woman is one of 50 finalists to be a Charlie Sheen intern. Kathy Landin has already beaten out 74,000 applicants worldwide. She's a freelance video producer and creator of the blog "I'm an Idiot Show" which she uses to poke fun at herself and current events. The winning intern will help Sheen with social media this summer.

Tax assessments dip

If you're a homeowner you should start seeing your new tax assessment in the mail soon, in fact beginning today. Property tax values, according to the Register, will dip an average of 3.1 percent for residential property and 5 percent for commercial property. Good news if you want to pay lower taxes, but bad news for county governments that are already strapped for cash and have trouble paying for core services like police and fire protection. Even with the lower tax assessments, counties still expect a heavy load of protests.

Waukee to start school early

School in Waukee are starting earlier this fall. The first day of class will be August 17th, which is a Wednesday. The reason for the odd start has to do with the way testing lands around spring break, and they've added three more snow days. The calendar has been approved by the school board.

Dogs found in abandoned hotel room

Officers found 10 abused puppies in what they describe as squalid conditions recently at a hotel room in Urbandale. The puppies had been abandoned at Motel Relax. 26-year old Monique April Petrossi of Ottumwa admitted owning the dogs. She was arrested and taken to Polk County jail on animal neglect charges. The puppies went to West Des Moines Animal Control.

Man hit self to look like assault victim

Des Moines police say a man hit himself to make it look like he was a victim of a domestic attach. 23-year old Aaron Jay Rogers was taken to the Polk County jail on charges of domestic assault and simple assault. Police said he got out of jail Tuesday and went home intoxicated. He got into an argument with a woman about being drunk and having to go to jail the day before, and as things escalated his hit the woman then punched himself numerous times in the face. A witness saw the whole thing from her balcony.

Soldiers Welcomed Home

Fort Des Moines was packed last night with hundreds of anxious family and friends waiting to see their loved ones for the first time in 11 months. One hundred soldiers from the 103rd Expeditionary Sustainment Command, based in Des Moines, arrived home. The troops were welcomed home by several hundreds of people, holding balloons and banners. All of them sharing lots of hugs, smiles and even some tears of joy.

Dove Hunting Season

Iowa’s Natural Resource Commission's given the state it's first ever dove-hunting season. It'll be 70-days long, starting September 1st. The Des Moines Register reports hunters will be allowed to shoot mourning doves from one-half hour before sunrise to sunset, with a daily bag limit of 15. Each hunter could possess 30 of the birds. The Legislature ended a 10-year debate over dove-hunting by approving the season earlier this year.

Polk County Burn Ban

Authorities are worried about fires. The State Fire Marshall's extended a burn ban for Boone and Story County's to Polk County, and ABC5 reports it will remain in place indefinitely. are ripe for fast moving fires to break out in central Iowa. Dry conditions couple with gusting winds make it east for a small fire to quickly get out of control. Local fire departments have been busy with grass and brush fires the last several weeks.

Oakland Murder

The rewards up to almost $25-thousand, and West Des Moines Police say they've gotten close to 200-calls in last Friday's murder of real estate agent Ashley Oakland. KCCI reports police have gotten a number of calls about a black SUV parked near the model home Oakland was showing the day she was killed. New Trial Upheld for Flores

An appeals court's upheld a Polk County judge's order for a new trial for David Flores. He was convicted of 1st degree murder and terrorism for the 1996 murder of Phyllis Davis. In December 2009, a Polk County Judge granted Flores' request for post conviction relief and granted a new trial. KCCI reports that was based on claims of new and undiscovered evidence, that Rafael Robinson, who's dead, shot Davis. Flores was sentenced to life.

Iowa faces an erosion problem

One of the reasons Iowa has agriculture success, is the rich dark soil. Federal officials now say the heavy rainstorms in recent years have torn away at the soil and it has begun to thin. Data compiled by Iowa State shows soil in parts of the state has eroded by as much as 12 times the rate that the government considers sustainable. Conservation measure may be imposed that would require farmers to leave stalks and other crop residue in fields, and build terraces into hillsides.

Tips roll in regarding Okland's death

West Des Moines police told our news partners at KCCI that tips continue to pour in about the death of 27-year old realtor Ashley Okland. Okland was found shot to death at a model townhome last Friday. Police said 175 calls came in yesterday about a black SUV that was spotted near Okland and the model home she was showing just west of Jordan Creek Town Center. School Bus rollover injures 26

A school bus accident last night injured 26 people. It happened around 9:00 in Guthrie County, as a Carroll Community school buss was taking students home after a track meet in Creston. The bus was on Highway 25 north of Guthrie Center when a tractor ahead of it blew a tire and that caused it to drop its weights all over the highway. The bus hit the weights going full speed. The driver lost control and the bus went into the ditchand rolled into a ravine. Students, coaches, and the bus driver were all treated and released at the hospital for just minor injuries.

Des Moines gas prices below national average

Gas prices average above $3.50 in 49 states now, and many states on the coasts especially, are hovering close to the $4 mark. Chris Lafakis of Moody's Analytics says that $4 mark is when people change their habits, not to mention the way the view the economy.






Gas prices are already 41 cents higher than they were in April 2008, when gas reached its peak of $4.11 in mid-July. The common price in Des Moines seems to be $3.69 right now, but prices in the $3.50s can still be found in some spots. We're still below the national average.

A statewide realtor's group's hiring safety experts to met with individual agents to talk about better protecting themselves at open houses, after a West Des Moines realtor was shot to death Friday. Police have no suspects in he murder of 27-year old Ashley Oakland. The Des Moines Register reports Iowa Realty posted a safety site, only for agents - www.realtorsafetyfirst.com - to help them look at ways to better protect themselves

Business Property Tax Cut

The Senate Ways and Means Committee's signed off on a $50 million business property tax cut credit, that could grow to $200 million. KCCI reports the size of the tax credit would grow by $50 million/year every year state revenues increase by at least 4 percent, up to $200 million. Supporters say it helps small businesses by applying to the first $32,000 of property, taxing it at about 50 percent of the current rate, or about a $600 tax break.

Paramedic Pretender

Christopher Hill of Waterloo's been sentenced to up to 5-years probation, at least 6-months of it to be served in a residential facility, for pretending to be a paramedic. According to KCCI, the 24-year old plead guilty to impersonating a medical care provider, after being arrested twice, once after showing up at a car crash and again after doing the same thing at industrial site pretending to be a paramedic.

House Rejects Bill to Kill Gun Permit Background Checks

The State House has refused to consider a bill to eliminate background checks for gun permits. GOP Rep. Tom Shaw, tried to attach it as an amendment to a less controversial measure dealing with the ability of those who have lost gun rights to regain them. KCCI reports top House leaders ruled the effort out of order, and there weren't enough votes to force debate.

Barn on Valley High School campus won't be torn down

School board members in West Des Moines learned last night the Maplenol Barn that sits on campus won't be demolished, but it will be moved off the Valley High School campus. Preliminary talks are underway between the city and the school district to move the barn to school district land near the historic Bennett Schoolhouse site or a city park. Estimates on the cost to move the barn are still being compiled.

Arrest made in February shooting

17-year old Sayvon Propps was arrested by Des Moines police yesterday in connection with the shooting of Derek Carr back in February. Carr has been released from Mercy Medical Center and is expected to recover. Propps has been charged with attempted murder. Bond was set at $100,000.

Realtors on heightened safety alert

Some of the after-effects of the Okland shooting...a statewide association plans to hire safety experts to meet with real estate agents to discuss better protecting themselves. Des Moines-area real estate leaders also urged agents to re-examine their safety efforts as they schedule open houses again. Also, Iowa Realty posted a safety site for agents yesterday at www.realtorsafetyfirst.com, and it got several hundred hits in its first couple of hours.

Police make arrests in pharmacy burglary

Urbandale police said three people have been arrested and charged in the burglary at Medicap Pharmacy Sunday. Cory Berry, James Gardner and Kirsten Turner were arrested at the scene in Urbandale, and an investigation shows the three were involved in two earlier burglaries at Medicap Pharmacy's in Des Moines. The Iowa Department of Human Services was contacted and a child who was with them was turned over to his grandparents.

Details of Deputy Shooting Last Week Released

By the time the shooting stopped last week in Keokuk county, the scene resembled a battlefield. Authorities yesterday released details of the incident that led to the death of Sheriff Sgt. Eric Stein and Jeff Krier, the man who shot and killed him. The shot that killed Stein came as he sat in his SUV. The incident ended with a 45-minute gun battle. Krier shot 49 rounds; authorities shot 115. In spite of being hit 3 times, Krier continued to advance and fire. After he was brought down, an autopsy found he'd been shot 23 times total.

Mapleton Tornado Update

The tornado that hit Mapleton this weekend was a monster, people say. At least 142 homes and businesses have been destroyed or damaged -- and that count was with only half the town surveyed. The recovery is underway...Eighty percent of the town has electricity, half the town now has gas. Iowa Highways 141 and 175, Mapleton’s arteries, are totally clear of debris. An army of students and teachers surrounded the elementary and high schools with rakes and brooms, and armada of orange dump trucks streams back and forth to a field for dumping south of town. And yes, if anyone is wondering, prom is still on for Saturday. School officials hoped to reopen this morning.

PreSchool Cost Hike

A spokesperson for Gov. Branstad says his plan to cut statewide preschool and replace it with tuition assistance on a sliding scale won't cost as much as the Legislative Services Agency says it will. Branstad's office tells the Des Moines Register the cost will go up to $515-thousand, but the Legislative Services Agency says it'll go as high as $1.2-million, primarily for verifying every family's income under the program.

Branstad Mental Health Takeover

Gov. Branstad says he wants a state takeover of the mental health system now run by Iowa's 99 counties. KCCI reports the Governor says the current system's not equal when it comes to the quality and availability of services, and crisis services can only be found in a handful of counties when they should be available to everyone who need them when they need them.

Open Houses Going Away?

Friday's murder of an Iowa Realty agent at an open house Friday has some in the industry rethinking open houses. Members of the Des Moines Area Association of Realtors are talking about what's next today. KCCI contacted several realtor's who say they don't get a lot of property sales from open houses, and some say they've already stopped going them, concerned about their own safety.

2nd Arrest in February Des Moines Shooting

Des Moines police have arrested 17-year old Sayvon Propps for attempted murder. He was wanted for the February shooting of Derek Carr. Propps is being held at the Polk County Jail on $100,000 bond. KCCI reports Troy Mure was arrested a few days after the shooting and charged with attempted murder.

WDM Realtor Murder

The reward for information in Friday's murder of real estate agent Ashley Oakland's not close to $12-thousand. The 27-year old was found shot in the model unit at Stone Creek Villas Friday afternoon. West Des Moines Police say it appears to be an isolated incident, but they're still trying to find a motive and suspect in her murder. Budget bills to be worked out before lawmakers adjourn

Lawmakers in Iowa would like to finish their work by the end of this month, but there are some budget issues to work out first. Republicans and Democrats have different spending targets, and sometimes have opposing viewpoints over the state's universal preschool programs, not to mention primary education funding and taxes. Our news partners at KCCI report the House could approved all of its budget bills this week, but the Senate could take longer.

Police quick with stabbing arrest

42-year-old Patrick Wilson was stabbed to death early Saturday morning, and within 24 hours Des Moines police had made an arrest. The stabbing happened at 720 East Dunham Ave. 19-year old Oscar Ibarra was arrested at his home Saturday afternoon on first degree murder charges, and police say the arrest was without incident. He's being held in the Polk County Jail on $500,000 bond.

Saturday's Tornado Count: 4, Including One EF-3

A total of four tornadoes have been confirmed from Saturday night’s severe weather system. At least two of those tore through the countryside in Pocahontas County. That's about two hours northeast of the metro. There, homes were leveled, farm machinery destroyed. It was a night many residents will never forget. One of the tornadoes was an EF-3 tornado.

Model Home Shooting

West Des Moines Police are investigating the shooting of a woman in a 500 block of Stone Creek Court at the Stone Creek Villas. A department spokesperson tells KCCI, the unidentified woman had been shot once in the head and once in the chest. The shooting was in a model home at the complex. The case remains under investigation.

School Bus Crash

2-children are recovering from minor injuries when the school bus they were on was hit by a car this morning in North English. KCCI reports the bud was hit from behind. The driver of the car, 18-year old Michelle O'Conner, and the 2 children, were treated for minor injuries. O'Conner has been cited for failure to stop.

Sawyers In Court

19-year old DaJour Sawyers appeared in court today. He faces multiple charges including homicide by vehicle, reckless driving, burglary, and theft. Police tell KCCI the Waterloo teen was driving a stolen car at close to 90mph, when he slammed into another car in Altoona yesterday, killing 36-year old Chad Wells. Sawyers' being held at the Polk County Jail, with another court appearance April 18.

Sparks West Des Moines City Manager

West Des Moines Mayor Steven Gaer says Greg Sparks will be the next city manager. He's expected to start May 31. KCCI reports Sparks comes to West Des Moines from Mountain Village, Colo., and has a master’s degree in public administration from the University of Nevada-Reno and a bachelor’s degree from the University of Northern Iowa. The council will vote on a 3-year contract at $155,000/year.

Casino Tax Plan Dead

Top Republican and Democratic leaders of the legislature say Gov. Branstad's plan to raise casino taxes won't be part of the conversation as they work out a new state budget to end the current session. GOP House Speaker Kraig Paulsen says there's been no discussion of the tax in the House. Senate Majority Leader Michael Gronstal says his democratic colleagues have no interest in raising taxes. Appearing on Iowa Public TV's "Iowa Press," say they expect lawmakers will find compromises that'll get the legislature out on schedule.

Faulkner convicted of murder for hatchet attack

It took a jury an hour to convict an Eagle Grove man of murder. Lucas Faulkner was found guilty of using a hatchet to attack Devin Resh as they were fishing last May. Faulkner admitted in a police interview that he struggles with mental illness and was not in his right mind when he killed Resh. KCCI reports Faulkner faces a mandatory life sentence.

Police looking for info after Tuesday stabbing

23-year old Brian Doyle Dullard of Ames was treated at Iowa Lutheran Hospital for a 3-inch gash in his left forearm after a fight outside a south-side bar early Tuesday. Des Moines police are still looking for a suspect. Dullard admitted to police he was intoxicated and could not describe a suspect. It's possible the stabbing occurred somewhere besides that south-side bar. Anyone with information should call police.

West Des Moines hosts scrap appliance event

West Des Moines is partnering with Midwest Recovery to sponsor a scrap appliance and metal drop-off event tomorrow. It's from 8 a.m. to noon at the West Des Moines public works facility, 560 S. 16th St. We'll post a complete list of items they'll accept, including washers and dryers, on our website. Items not accepted include appliances filled with food, chemicals, paints, tires, water softeners, plastics, garbage, wood furniture, carpet and light bulbs.

Economic development measure before lawmakers

State lawmakers are looking at a measure that would create a new economic development agency, and a proposed amendment would require that information about donations to its nonprofit arm be public. Gov. Terry Branstad says the revamped economic development agency is key to fulfilling his pledge of creating 200,000 jobs in five years and increasing family incomes 25 percent.

Accident claims life of Altoona father of two

The driver of a stolen SUV was speeding through Altoona yesterday when he caused an accident that killed 36-year old Chad Wells. The father of two was on his way to work when the accident happened. KCCI reports the SUV reached speeds of up to 90mph and drove through several intersections before colliding with Wells' vehicle. DaJour Sawyers was finally arrested on Jim German's property.






Sawyers faces numerous charges, including homicide by vehicle, reckless driving, and third degree burglary. He's in the Polk County jail.

Redistricting closer to a vote

Next week state lawmakers may take a shot at approving or rejecting a map that would reconfigure Iowa's political districts. The fourth and final public hearing on the first redistricting proposal was last night in Des Moines. Fewer than a dozen people attended according the the Register, but most seemed to support the plan in general. A recommendation will be made to the legislature on Monday, and the first date either chamber could vote on the map is next Thursday.

DNR At Risk Waterways

The Iowa Department of Natural Resources new map of rivers and lakes facing water quality problems is out, and KCCI reports there's at last one waterway at risk in each of the state's 99 counties. Authorities say the biggest problem is high levels of bacteria, but the tests have also found high levels of mercury, metals, and other toxins. The state's 2012 budget would cut water and soil conservation programs by 24%.

Dems Business Property Tax Cut Plan

Iowa Senate Democrats have taken the wraps off a “Business Property Tax Relief Fund” that would cut property taxes by at least $50 million annually starting next July. The Des Moines Register reports the permanent, on-going appropriation to the fund would grow by $50 million each year that state revenues increase by at least 4%, until the goal of $200 million annually is reached.

Davenport Man Sentenced

A Davenport man's gotten 40-years in prison for the death of a friend who was found buried in his yard. David Spriet's body was found over a year after he'd disappeared in February 2009. KCCI reports John Neppl got 10-years for voluntary manslaughter, 5 years for abuse of a corpse and 25 years for attempted murder in the stabbing of another man in connection with Spriet's death.

State Audit Questions Vol Fire Dept. Spending

A state audit's found the volunteer fire department in a small western Iowa town had over $24,000 in questionable spending. The report on the department in Modale found questionable fuel purchases and purchases for vehicles the department didn't own. There were also questions raised about spending on booze and ice, $4600. KCCI reports the audit also found checking and savings account in the department that weren't monitored by the city council.

Iowa ranks 9th for peace

If you think Iowa is a pretty peaceful state, well it does rank above average in the United States. The most peaceful state in terms of the lack of violent crime and the low jail populations, is Maine. Louisiana is the least peaceful. Iowa ranked 9th. That fits into the general conclusion of the study. The southern states are the least peaceful, and the Midwest generally fares much better. The Northeast wins overall.

Henry's Turkey Service sued

Henry's Turkey Service is being sued by the federal government. The suit alleges that for decades the labor broker abused mentally retarded Iowa workers — in part by hitting, kicking and humiliating them, while denying the men fair wages. The U.S. Equal Employment Opportunity Commission, or EEOC, filed a federal lawsuit Wednesday in Davenport. It seeks compensation and punitive damages.

Graffiti incidents on the rise

Police are making an effort to crack down on graffiti, since cases have risen in the past few months. One Roosevelt High School student was charged earlier this week as a juvenile with criminal mischief in relation to 17 incidents. An employee of the Git-N-Go convenience store on 42nd St. gave officers a tip about who tagged the back side of the store, and they went to the school and talked with the student. A search of the backback turned up the spray paint. Officers expect more cases as we have more daylight hours and the weather gets warmer.

Des Moines foreclosure rate rises slightly

The foreclosure rate in Des Moines increased in January compared to the year before, but the percentage of mortgages seriously delinquent fell, according to a new Corelogic report. Iowa's foreclosure rate is 2.34 percent, below the US average of 3.63 percent. Des Moines' foreclosure rate was 2.83 percent in January, slightly higher than the state average.

Pawlenty campaign worker arrested

15-year old Chloe Steward was surprised to find a political campaign worker trying to get in her back door in Ankeny at 3am Wednesday. She told KCCI she went to investigate after her dog started barking and Benjamin Foster's arm was coming through her back door. Foster was arrested and charged with public intoxication and trespassing. He was taken to the Polk County Jail. Foster is employed by the exploratory committee for Tim Pawlenty, who is a possible presidential candidate in 2012.

Newton Urgent Care Raided

Officials raided an urgent care clinic in Newton Tuesday, but are now holding details of the investigation close to the chest. Yesterday, the U-S Attorney's office confirmed the raid at the business, located at 321 N. 3rd Street in Newton. KCCI reports they were told by witnesses that boxes were carried out during the raid, but there's been no word on what was in them. A number of state and federal agencies are involved in the investigation, but the office remains open.

West Des Moines School Superintendent Finalists

The West Des Moines school board's picked 3 finalists for the district’s superintendent position. The Des Moines Register reports they're Peter Ansingh, from Yakima, Washington; John Jungmann, from Monett, Missouri; and Ann Moore, from Huntsville, Alabama. The three will go through follow up interviews tomorrow and Friday, and the board's expected to name their choice next week.

Teen Maze This Week

Teens from 10 middle schools in Boone, Greene and Story counties will go through the Teen Maze this week. Organizers tell KCCI they want to give teens a look at the emotional, physical and financial consequences of their choices. They'll play all of this out with the help of trained professionals. The Teen Maze focuses on 4 areas: Health and Wellness, Relationships. Mental Health, and Leadership/Youth Development. The event's at the Boone Community Center at the Fairgrounds.

Wells Fargo Pays to Settle Wachovia Claims

Wells Fargo's paying $11.2 million to settle allegations that a bank it acquired overcharged clients for mortgage investments before the housing bubble burst. The SEC says the payment resolves charges that Wachovia Capital Markets LLC misled investors to sell mortgage bonds in late 2006 and early 2007. The charges stem from Wachovia's sale of two bonds known as collateralized debt obligations, or CDOs. Wells Fargo bought Wachovia in 2008.

Ancient remains found

As sewer construction workers were digging in southeast Des Moines in January, they came across human remains that archeologists say could be 7000 years old. Also uncovered were ancient ash and charcoal remains that archeologists think were from a stoneage clambake. This is an area where early Iowans havested, cooked, and consumed clams thousands of years ago.

Des Moines woman the first female president of contractor's association

Kristine Young of Des Moines has become the first female president of the Associated General Contractors of America. She'll oversee the group's work on behalf of the commerical trade industry, which includes more than 33,000 firms nationwide. She's the CEO of Des Moines-based Miller the Driller.

Man injured in fight wakes from coma

Last weekend, 2-year old Russhawn Jackson was found unconscious in a Des Moines entertainment district and spent two days in a medically induced coma. His family told the Register he finally opened his eyes and said something and gave them hope that maybe his speech won't be impaired. Des Moines police know a fight broke out early Sunday in the Court Avenue district, but the whole story has yet to be pieced together. Jackson remains in fair condition.

Students have to know CPR before graduating

Students will have to know CPR before graduating, beginning with the class of 2012. The Iowa Healthy Kids Act sets CPR certification as a requirement. Iowa Health - Des Moines is providing volunteers to train students for schools still needing help. Training sessions include videos that help kids practice chest compressions and mouth to mouth.

Heed the warnings on email scams

Financial experts are warning consumers to steer clear of emails that may be phishing attempts. Massive numbers of email addresses were recently stolen from two companies, Epsilon and RSA Security, and this affected customer data bases for stores like Best Buy, Walgreens, and Kroger. Spoof emails could be coming, that might try to trick people into giving up personal and financial information. Emails from legitimate financial institutions and businesses will not ask for passwords, card numbers or other sensitive information. Anything that does, it's best to delete it, or report it to the department of banking.

Dad "Rescued" by 3-Year old Daughter Continues to Heal

You may remember about a month ago when we told you about the Warren County dad who credits his 3-year old daughter with saving him after he fell from a tree. Tom Wadle left the hospital yesterday for a recovery center in Nebraska. Wadle broke his neck and is paralyzed from his chest down. But Cheyenne, his 3-year old girl, hollered for help until a neighbor called 9-1-1. Officials say that may have saved her dad's life.

Deputy Hurt in Boone County Chase

The day after a chase in West Des Moines reaches 115 mph, a Boone County chase results in a deputy rolling his squad car. It happened on Highway 30 yesterday morning. A deputy clocked a speeder at 81 miles an hour and gave chase. As he crested a hill, the deputy encountered slower traffic and had to grab brake. That sent him first into a spin, then into a headlong roll -- flipping the car side to side several times and at least once end over end. He was the only one hurt, and he'll be okay.

Driver in Deadly Crash Doesn't Remember It

28-year old Tammy Kvasnicka told a detective she doesn't remember the crash last July, which killed 27-year old Michael Xayavong. Prosecutors say Kvasnicka was driving the wrong way on I-229 at the time of the collision. She's on trial for manslaughter, DUI, and vehicular battery. According to the Argus Leader, in a police interview, Kvasnicka says she knew she was guilty and expressed shock that she had no memory of what happened.

Homecoming Ceremony

Members of Company C, 2nd Battalion, 147th Aviation wing of the Iowa Army National Guard's due back from Kosovo tomorrow. They've been part of KFOR 13 Peacekeeping operations. KCCI reports a homecoming ceremony is planned for 2 p.m. in Boone at the DMACC Boone campus at 1305 Hancock Dr. The unit flies and maintains UH-60 Blackhawk helicopters.

Library Consolidation

Thousands in operating and administrative costs could be saved if more public library services in the Des Moines metro were consolidated. A report from the Metro Advisory Group says Polk County's got more than a dozen public library systems with annual combined budgets over $17-million. Backers of consolidation tell the Des Moines Register the goal's to save money without cutting services or closing libraries.

Cop Shooter Had Issues

Jeffrey Krier, the man who gunned down a Keokuk County sheriff’s deputy yesterday, had a history of mental illness. A family spokesperson tells the Des Moines Register he was diagnosed as bipolar, and has had difficulty managing his illness. He was hospitalized in March for a week. Keokuk County sheriff’s Deputy Eric Stein was shot and killed as he and two other law enforcement officers approached Jeffrey Krier’s home.

Nurse Gets to Quit

A University of Iowa Hospitals and Clinics nurse, alleged to have accessed confidential medical records of a university football player has been allowed to resign rather than be fired. A legal agreement shows officials settled a union grievance filed by licensed practical nurse Judy Martin. The Des Moines Register reports Martin's one of five employees disciplined for allegedly violating the privacy of Iowa football players hospitalized in January with a rare muscle condition.

Fatal Punch Sentence

29-year-old Henry Rogers of Cedar Rapids was sentenced to 2-years in prison today. He's the man who punched 35-year old Dustin Davis last July. Davis fell, hit his head on the pavement, and died the next day. KCCI reports Rogers plead guilty to involuntary manslaughter last month. His sentence includes paying restitution of close to $17-thousand.

Special election today for Southeast Polk district

A special school election happens today for residents in the Southeast Polk school district. That includes sections of Polk, Marion and Jasper counties. At issue is a tax levy for public educational and community education purposes, including funding the Central Place Family Resource Center. The polls are open today until 8pm.

Stolen camera equipment ends up on Craigs List

A man who answered a Craig's List ad has helped Des Moines police solve a crime. Mark Olsen noticed in the ad, a man was selling camera equipment for about half it's price, and at a face-to-face meeting the seller appeared like he was trying to make sure Olsen wasn't a police officer. Olsen did some online research and found out about a robbery of Alexander photography, and called police. Police helped him meet the seller again, this time with a police cruiser nearby. 45-year old Melvin Quincy Key was arrested for second degree theft.

Iowa farmers seeing higher corn prices

Good news for farmers, bad news at the grocery store. Corn prices rose 23 cents per bushel yesterday, nearing a record of $7.99 that was set back in June 2008. The US Department of Agriculture released a report last week saying supplies were about 15 percent behind last year, and that has sent prices up about 90 cents since.

Chase Reaches 115 MPH

A man is in custody after chase in West Des Moines yesterday that reached 115 miles an hour. Investigators tell KCCI the incident began when the man robbed a Smashburger restaurant near 22nd Street and University Avenue at about 8:30 p.m. Monday. When an officer spotted him, the man took off and led police on a chase that lasted nearly 50 miles. It ended on Interstate 35 just south of Story City. The man's name has not been released. Police say no one was hurt during the chase.

Sherif's Deputy Killed

Two men -- one of them a sheriff's deputy -- are dead following a shooting incident near Sigourney yesterday. The State Patrol tells KCCI a man shot at three deputies as they approached a house in rural Keokuk County. For reasons still unknown, state troopers said that Jeff Krier opened fire from inside the house, shooting and killing Deputy Eric Stein. Nearly 3 hours later, Krier, still armed, came out of the house. He was shot and killed by members of the Iowa State Patrol's Tactical Unit.

Ankeny Sewers

A sewer project in Country Club Court's expected to get under way as soon as this week. The project will allow a number of the residents in Country Club Court to hook up to the sanitary sewers because of aging septic systems in the neighborhood. The Des Moines Register reports Polk County's project to extend the Rock Creek sewer line to Polk City offered a chance for Ankeny to work with county officials.

School Freeze Layoffs

A coalition of education groups say Gov. Branstad's plan to freeze state spending on local schools would force more than 1,500 layoffs. KCCI reports the Iowa Association of School Boards, School Administrators of Iowa, the Iowa State Education Association, Area Education Agencies, the Urban Education Network and the Parent Teacher Association say the layoffs would happen as the state is just starting to turn the corner on the recession.

Nurse Accused ot Stealing Patients Painkillers

Adam Moander's accused of taking prescription painkillers meant for patients at an Iowa City hospital where he worked as a nurse. Moander, who's from North Liberty, faces counts of prohibited acts and tampering with records. KCCI reports Moander allegedly took the drugs from an electronic dispensing machine under the names of 12 people who were admitted to Mercy Iowa City for surgery last summer.

SE Polk School Special Election

There's a special election tomorrow for residents in the Southeast Polk Community School District, which includes parts of Polk, Marion, and Jasper counties. KCCI reports it's a referendum question asking whether or not there should be tax of no more then 13 and a half center/thousand dollars of assessed value on properties within the school district for public educational and community education purposes, including funding the Central Place Family Resource Center?" Polls are open 7 a.m to 8 p.m.

Eagle cam gets big viewers

A website had so many visitors it crashed on Saturday. At least 100,000 were watching a live video feed of eagle eggs hatching when the site went down. It was from northeast Iowa at the Decorah Fish Hatchery, and in case you're wondering that third egg hasn't hatched yet. One eaglet hatched Friday morning, the other Sunday, and the next one is expected in about two more days. The eagles don't know they're being watched. The camera is camoflauged in the trees, even equipped with infrared light so we can watch at night.

Nursing home resident dies after car hits building

A resident at a nursing home in Denison has died after a vehicle drove into the buildling. Ruth Tech died on her 92nd birthday. She was drinking coffee in the dining room last Thursday when a car driven by 84-year old Loys Rowen hit the building. He was on his way to visit his wife at the home. Officials with the home think it was a medical problem that led to the crash. No charges have been filed.

Give workers a break in work zones

We mentioned work beginning this week to install median barriers on a stretch of Interstate 80 in Jasper County. Department of Transportation Crews have plans to install barriers are 179 milles of Iowa roads this year. This is Work Zone Awareness week, and we're reminded to give workers a break.






It's not just workers in danger. Drivers and pedestrians are often killed and injured in work zones. The Department of Transportation says don't tailgate, don't change lanes, and slow down.

Barrier work begins in an effort to save lives

Eight people were killed and eight others injured over a 10 day stretch last year on a section of Interstate 80 in Jasper County, and construction begins today on a project to install median cable barriers there. All of the deadly accidents last year were caused by motorists losing control and crossing wide-open medians. Governor Chet Culver called for the barriers to be installed statewide, and there are plans for 179 miles of barriers this construction season. Most of the barrier work will be on I-80 in central and eastern Iowa, and it will continue throughout the summer and fall.

Downs Hires as IASB President

The Iowa Association of School Boards has announced that the Southeast Polk superintendent will be its next president. A release from the association said Tom Downs was hired Saturday after a final round of interviews. KCCI reports Downs is set to retire in July from the Southeast Polk school district. He said one of his first tasks in his new job will be to rebuild trust in the organization.

Fatal Fire Leads to Suit Against Landlord

A 2009 fire that killed their granddaughter, and left them with severe burns. Now, they're suing the landlord. Sieh and Annie Toffoi say in that lawsuit that the windows in their second floor apartment were either designed not to open, or were sealed shut, complicating their escape. They were pulled from the building by firefighters. Police say the fire started when a man living next door passed out with a lit cigarette. It was ruled an accident. The landlord says the fire was tragic, but couldn't have been prevented.

Burglary Ring Arrests Here

Polk County Deputies make another arrest in a state-wide burglary ring. Jeff Webb was arrested and charged last night with second degree theft, among other charges. Webb was the passenger of Troy Clarkson. Clarkson was arrested and later posted bond. KCCI Reports three other men were already arrested in the burglary ring. Items stolen include John Deere tractors, ATV's, trailers and equipment.

Warm Yesterday, WIndy Today; Fires Could Spread Fast

Des Moines set a record high yesterday as temperatures rose throughout the day, eventually reaching 87 degrees. The previous record high for April 3 was 82 degrees. Much of the state today will be under a wind advisory and a warning for high risk of grassland fire. Sustained winds of between 25 and 30 mph and gusts exceeding 40 mph are expected. The wind and dry air provide ideal conditions for fire to spread rapidly.

Fatal House Fire

A woman is dead after a fire at her home in Eagle Grove. Fire crews said they were called to a home in the 400 block of Southeast Sixth Street at about 7 a.m. Sunday. Firefighters said it only took crews about 5 minutes to contain the fire. Fire officials said 50-year-old Kay Jessen was found dead inside the home. Investigators tell KKCI the home was a total loss and they don't know what started the fire.

Penitentiary Lockdown

The Iowa State Penitentiary was put on lockdown today after one inmate allegedly stabbed another prisoner in what state officials described as an "isolated, but serious incident." According to the Des Moines Register, a prison spokesperson declined to identify the injured inmate or his attacker. The injured inmate was treated at Fort Madison Community Hospital and has been returned to the prison.

Gasoline Prices Still Climbing

Gas stations in the Des Moines area are raising their prices for unleaded, ethanol-blended gasoline by a dime $3.49/gallon. According to the Des Moines Register, the average price of a gallon of unleaded regular a month a go was $3.27. For some real nostalgia..at the beginning of the year it was $2.99.

Natural Living Expo This Weekend

this weekend's at the sixth annual Natural Living Expo. The event includes local experts who'll share their strategies for healthy and sustainable living, and feature vendors of natural, healthy, organic, renewable and reusable goods and services. The events free at the Polk County Convention Complex. It's tomorrow 10 to 6, and Sunday 11 to 4.

Cagey Problem for Egg Farm

Iowa's Department of Natural Resources is helping an egg production facility after cages collapsed. The facility in Hancock County houses more than 300,000 hens. One row of cages collapsed at Hawkeye Pride Egg Farms earlier this week, and they're worried about how they're going to clean it up. The row that fell is now leaning on 2 adjacent rows, and the fear is too much movement could bring them down as well.

I-80 Gets New Cable Barriers

April's the start of season, and KCCI reports some of the work to be done will make I-80 safer. I-DOT's going to start installing new cable barrier along 2 sections of I-80 in Jasper and Polk Counties. One will be a 22 mile stretch from milepost 142 to 164. They were moved up on the construction schedule after several serious crashes in the past year.

Redistricting to give democrats the edge

Iowa political observers say initial redistricting proposals give an edge to democrats. Representatives from both parties seem to agree that's the case. Other states have had more population growth, so Iowa will have to squeeze five US House districts into four.

State lawmakers drop several issues

Iowa lawmakers used what's called a funnel this week, to drop some bills and narrow their workload. Among those they let go....a bill legalizing online poker. That's a dead issue now. And preschool programs will remain free for all 4-year-olds instead of switching to a voucher system. Also, the state won't set limits on fines from the automated cameras that nab speeders and red-light runners. The Republican push to define marriage as solely between a man and a woman also died.

West Des Moines narrows the field for superintendent

The West Des Moines school district is getting closer to having a new superintendent. The school board received 49 applications and they've narrowed the search to four. Another round of interviews on April 7 and April 8. The system's next boss will oversee a $60 million renovation planned at Valley High School and will be charged with improving academics . That person will take over July 1.

Two arrested after SUV lands in sandbox

Two people have been arrested after an SUV flipped into a yard in Des Moines and landed in the sandbox. The Chevy Blazer was on Dubuque Avenue when it hit a curb at East 33rd, went through a chain link fence, and landed on the sandbox. Police said some children were playing less than 10 feet away near a trampoline. Two men inside the vehicle were arrested and a female passenger is still at large. Police said there was a strong odor of alcohol, but one of the men told police he only had one beer. More charges could be pending.

Polk County middle of the pack for health

Just when you were feeling pretty healthy, the new report comes out that ranks counties in terms of health. Factors including healthy behavior, clinical care available, and social and economic factors were used. Polk County ranked #63, Jasper 64, and Dallas 25. The healthiest county in the surrounding area is Story, and that's a top 5 county, ranking 3rd. The healtthiest county overall is Delaware, and the unhealthiest is Appanoose in south central Iowa.

Woman Loses Home, Businesses Destroyed in Wed. Fire

The thrill a metro woman felt after moving into a new apartment, turned into shock, after the building it's in was badly damaged by fire. 23-year old Alysha Street is still trying to comprehend what happened Wednesday night, after losing everything she had to fire at the Lincoln Plaza building in Des Moines. Des Moines Fire Investigators believe that the fire started in a first floor utility room. By the time firefighters arrived, the building was already a total loss. Several businesses on the first floor were also destroyed by the blaze.
