Pleasant Hill's City Council's approved the first reading of a proposal to limit residents to a maximum four cats or dogs. Tom Colvin of the Animal Rescue league tells KCCI pet limits usually don't really address problem pet owners. Properties zoned agricultural wouldn't be subject to the limit.
