Property tax hikes lowered

City manager Rick Clark dug around in the cookie jar and found a few extra dollars, fees from things like traffic cameras and EMS service. That money is being counted on to lower the proposed property tax hike for Des Moines homeowners. Now it's 19 dollars a year for the owner of the average residential property, down from 26 dollars a year. The city manager will have to present his plan to the Des Moines city council. More than 40 city workers still face being laid off. The council has to take action before March.
