Tougher Rules Could Keep More Teen Drivers Alive

A new study from the Allstate Foundation says tougher rules on Iowa's teen drivers could have saved the lives of 32 young people in 2009. KCCI reports the study recommends 16 be the minimum age to get a learners' permit, and set a limit of one non-family passenger under 21 in a car driven by a teen unless a licensed driver over 21 is also in the car.
