Franchise Fee Vote Tuesday

A story years in the making may finally be coming to an end; franchise fees. That end will have people in Des Moines giving money to the city, but how much?  City Manager Rick Clark says if people reject the franchise fee, the city will be forced to raise property taxes to pay for police, fire, libraries and parks. Des Moines has cut $28 a year beginning 8 years ago. Another $40 million out of the $170 million general fund would cut into essentials.  March 4th, voters will decide whether the $40 million will be paid back through everyone using utilities or only property owners.
