Former Des Moines City councilman and Iowa Democratic Party Chairman Michael Kiernan was arrested early this morning for OWI near 26th and Ingersoll. Des Moines Police say they observed Kiernan swerving and ignoring a stop sign. KCCI reports is BAC was .126. Kiernan's listed as current vice-chair of the Iowa Democratic State Central Committee.
