Hundreds of thousands of Iowa residents are behind on paying their utility bills because of the brutal winter that caused bills to skyrocket. The Iowa Utilities Board figures say 4 percent more households are in arrears than a year ago ... but because of the severe cold and the higher costs of natural gas and propane, the AMOUNT of the debt has hit a record high $46 million. Iowa's moratorium on shut-offs of utility customers qualifying for Low Income Home Energy Assistance Program assistance ends April 1st.
