The state trooper ticketed for speeding while driving Gov. Branstad asked the issuing county to refund Larry Hedlund's $181.50. Steve Lawrence says he didn't consent to Hedlund paying his fine. Lawrence also says he hasn't decided how he'll plead on the ticket.
