Troy Sowers pleaded not guilty to OWI during a Polk County Court appearance this morning. According to WHO-TV, police say the 42-year old was operating under the influence when he hit and killed 69-year old Robert Conn in the parking lot of the Eagles Club June 1st. Authorities say this is his 4th OWI.
