The fate of the now-shuttered Iowa Juvenile Home rests in the hands of state leaders at the capitol. A district court judge recently ordered the home to reopen and said Gov. Terry Branstad overstepped his executive authority by shutting it down. Branstad said he was disappointed about the ruling and wasted no time defending his actions Thursday. Branstad said he is considering an appeal but won't say when that decision will be made. Democratic lawmakers are orchestrating plans to reopen the home.
