Big changes are coming to the Iowa Speedway. Newton's City Council approved lease and finance deals for the new owners, Iowa Speedway, LLC. The council didn't reveal who's behind the company. Rusty Wallace, who designed the track and is part owner, isn't talking about what's to come, but tells KCCI we should know more tomorrow, and a much bigger announcement's due December 12th.
