Des Moines Water Works Board of Trustees have approved a 2014 budget, and it will mean higher rates for customers. WHO-TV reports the budget's $61-million, with $35-million for operations. A 5% rate hike's already been approved for direct customers. Retail customers can expect a hike, and communities that buy water will see a 4% hike effective in April 2014.
