Gov. Branstad's office has released a salary and benefit plan for non union state employees that requires them to pay 20% of their health insurance costs. This covers 3400 people. It includes a 1% salary hike for 2014 and 2015. Than plan, starting in January 2014, does allow those employees to participate in wellness programs that reduce insurance premium costs.
