Iowa GOP lawmakers have put an education compromise plan on the table that includes more general funding for schools if Democrats agree to GOP policy proposals, including making higher minimum teacher starting salary optional. The funding hike for education Republicans say they're willing to support is 2%, plus another one time payment worth another 2%.
