Polk County's Board of Supervisors has signed off on a big land swap in downtown Des Moines. The county's trading the Plex to Wellmark for $500,000 in exchange for Wellmark's building at 222 Fifth Ave., which will house county court offices and administration. Wellmark's selling the Plex to the YMCA and donating another property for a new Y at the Plex, and frees land on the Des Moines River for redevelopment.
