The federal government's suing the city of Des Moines and MidAmerican Energy. KCCI reports the suit alleges a fee the city collects on VA hospital's utility bills is a tax and violates a constitutional provision against cities taxing federal agencies. The suit was filed today in federal court. MidAmerican sent the Des Moines VA Med Center a utility shut off notice unless $8,000 in fees are paid.
