Altoona's filed a suit in Polk County District Court against neighbor Pleasant Hill. It alleges Pleasant Hill's plan to annex land near Southeast Polk High School for an industrial warehouse violates a mutual land use deal between the two communities. Pleasant Hill's applied for a state grant to develop infrastructure for a $53 million business development project, they say could mean 400-jobs.
