Today through Sunday, State and local police, Sheriff's departments, and the State Department of Transportation are running a special Traffic Enforcement Program, aimed at getting people to buckle up. 92% of drivers wear seat belts, but a state report says of November 1, 37% of the 299 people killed in traffic accidents this year weren't wearing a seatbelt.
