Officials are investigating a fatal accident on the east side of Des Moines. Police and Fire Rescue responded to the 400 block of East 19th St. just before 1:30 p.m yesterday. Arriving officers found a man underneath one of the cars. He died at the scene. He's been identified as 48 year old Engenio Cruz from Guatemala. The driver of the other vehicle, 68 year old Richard Halterman, was taken to a local hospital with non-life threatening injuries. Investigators are still working to determine what happened before the accident and how Cruz was run over.
