Iowa's Court of Appeals says the decision to fire former State Trooper Rodney Hicok in 2009 was justified. KCCI reports Hicok was first suspended for using a state computer to email mug shots of suspects wearing t-shirts supporting Obama for President, along with a derogatory comment. He was fired after using a state computer to print a racial joke, and show fellow troopers a racially offensive video.
