Guv Says Legislature Must Resolve Issue of Public Money for Abortions for Rape Incest and Fetal Issues

Gov. Branstad says the legislature will have to deal with the dispute over public money being used to pay for abortions in cases of rape, incest or fetal abnormalities. He says he doesn't think lawmakers have given him the legal power to order an end to taxpayer funding. He also says not covering abortions in those three specific situations would violate federal funding requirement and jeopardize the $2-billion plus the state gets for Medicaid.
