Mayor Frank Cownie asked, and the city Zoning Board of Adjustment tabled a request that Immigrations and Customs Enforcement be allowed to set up a processing and detention facility for illegal immigrants in the former Northwestern Bell/Qwest building on 9th Street in downtown. Cownie says he'd be happy to discuss locating the facility in an industrial area, but not in downtown, which goes against the federal government's own criteria for where such a facility should be.
