Rewrite for bill addressing animal rights activists

Iowa lawmakers are looking to crack down on animal rights activists who secretly videotape animals, and sometimes obtain jobs under false pretenses to gain access. Yesterday senators introduced a massive rewrite to meet concerns that a version passed by the House is unconstitutional. It contained provisions that would have made it illegal to possess or distribute audio or video recordings. The U.S. Supreme Court has previously ruled that films exposing animal cruelty represent the exercise of free speech.
