Gov. Branstad says he wants a state takeover of the mental health system now run by Iowa's 99 counties. KCCI reports the Governor says the current system's not equal when it comes to the quality and availability of services, and crisis services can only be found in a handful of counties when they should be available to everyone who need them when they need them.
