The new North Loop of the Raccoon River Valley Trial won't be opened this fall after all. The 33-mile section that's been under construction since 2010, is being held up because crews discovered they'd have to replace a crumbling 100-year old culvert in the town of Jamaica. Over 125,000 people a year use the Raccoon River Valley Trail across Iowa.
