A new Iowa Education department report shows the number of schools not meeting annual federal performance goals jumped by 55% this year. The Des Moines Register reports new and tougher statewide assessments caused a drop in test scores, and a federal No Child Left Behind formula doesn't really make note of year to year improvement.
