Things were a lot calmer and cleaner this summer at Raccoon River Park, and West Des Moines Police say it's all due to a new ordinance setting a $100 fine for drinking liquor and swimming outside the roped off area of the beach. That plus stepped up beach patrols worked so well, authorities say they didn't have to write one ticket.
