A former manager of Bell Avenue Apartments in Des Moines has been charged with theft for allegedly stealing over $31-grand. Police say 34-year old Bobbi Jo Police took rent tenants paid in cash and kept it. A Des Moines Police detective says there's no evidence any of the money every got to the bank. Sinclair Investments owns the property, and they, like tenants contacted by the Des Moines Register declined comment.
