Juvie's Convicted of Murder in Iowa Can be Paroled After 60-years

Gov. Branstad's used his office's power of executive clemency to keep 38 inmates convicted of murder when they were juveniles. The Des Moines Register reports the decision follows a U.S. Supreme court ruling that found life without the possibility of parole for teens convicted of murder violates the 8th Amendment ban on cruel and unusual punishment. The 38 inmates here will be eligible for parole only after serving a minimum 60-years in prison.
