Union Files Complaint Over Branstad Health Care Order

AFSCME's filed a complaint with the Iowa Public Employment Relations Board. Council 61 claims Gov. Branstad broke the law when he issued an executive order allowing state workers to voluntarily pay 20% of their health insurance premiums. A union spokesperson says state law bans Branstad from making unilateral changes to health insurance plans because they are collectively bargained.
