Gov. Branstad's rejected a bill giving an income tax credit to the working poor. A spokesperson says the governor wants a complete overhaul of the state's tax code, including property taxes. Democrats say the bill would have given a tax cut to 240,000 Iowa families earning less then $45,000/year.
