Gov. Branstad's asking the legislature to change state labor laws. The Governor wants health insurance off the table as an item the two sides have to negotiate over. Branstad wants the governor's office and the legislature to have the right to overturn any decision reached by an arbitrator. According to KCCI, Branstad says he doesn't think Iowa will find itself in the same situation as Wisconsin, where they're talking about eliminating collective bargaining rights.
