West Des Moines teaming up with Clive and Urbandale to raise the number of pets in their communities that are licensed. The fees will foot the tab for a new animal control shelter that will serve all three cities. The Des Moines Register reports all three communities have agreed on a plan to find a private firm that will promote pet licensing to residents.
