Two teenage boys have been charged with felony arson, after admitting to setting off a small chemical bomb explosion at the Waterloo Public Library last month. No one was hurt. The blast damaged the floor and left an odor. KCCI reports the device was made with household substances that reacted after being mixed in a pop bottle.
