Iowa's State Senate President says the time has come to put aside and send the governor a bill raising the fuel tax. Jack Kibbie a democrat, says there's bipartisan support for a tax hike to pay for road and bridge work. The House Speaker, a republican, isn't saying if there's support in his chamber for a tax hike.
