Despite concerns of consumer and environmental groups, a state senate committee's approved legislation that would allow MidAmerican Energy to bill customers for the cost of a proposed nuclear power plant before construction even starts. KCCI reports the Iowa Utilities Board analyzed the plan and says it puts the risk on consumers which opponents say sets a dangerous precedent. Lawmakers could start debating the bill next week.
