Federal officials are investigating whether the city of Des Moines improperly spent over $8-million in revenue from the 7th and Center streets garage on DART and property tax offsets Des Moines residents pay for DART since 2004. The Des Moines Register reports if the federal government finds the city spent the money improperly, it could mean a property tax hike so a $15-million grant the city got to build the garage can be repaid.
