Construction's started on an electric barrier to keep leaping Asian carp out of the Iowa Great Lakes after Minnesota provided the final piece of financing. Minnesota DNR's come up with the final $261,000 for the barrier atop the Lower Gar Lake dam that outlets to Mill Creek. Iowa's DNR's come up with $300,000 and lake associations, local governments and private donors have come up with $400,000 for the project.
