NWS: Expect Warmer and Drier Winter

The National Weather Service says it expects a warmer and drier winter through February. According to the Des Moines Register, they don't see any sign of the drought going away, although they do think it will shift a little to the west. How much snow falls, and the temperatures will determine many things, including how much Iowans pay for heat, and how much water's available for taps and crops.
