West Des Moines Human Services has decided to limit the emergency help to people who don't live in the city. The Des Moines Register reports the agency's been hit by a big jump in demand when there's less state funding and a slump in local grants. The decision will impact low income residents with emergency housing and utility issues in Clive, Urbandale, and Windsor Heights.
