Iowa Public Interest Research group says the state should pass on nuclear power plants unless they can generate electricity at lower cost than other options, including energy conservation. The Des Moines Register says Iowa PIRG also says if MidAmerican Energy wants to build a nuke plant, it should be their shareholders who take the financial risk, not rate payers.
